9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.
2* Approve/Deny minutes of the November 2, 2009 Commission meeting.
3* Approve/Deny hiring replacement of Administrative Assistant with the Cooperative Extension Office.
4* Approve/Deny hiring of replacement Cook with the Senior Nutrition Program.
5* Approve/Deny Authorization for closure of the Courthouse on December 24, 2009, the day before Christmas.
6* Approve/Deny Payroll Change for Mercedes Howard to $15.50 an hour, probationary period completed.
7* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
8* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting).

b) Discussion/Action: Vehicle for Emergency Management.
12* Approve/Deny Proclamation Declaring December 4, 2009, Margaret Harding Day. She will be turning 100 years old.
13* Discussion/Action: Permission for Meryl Van Duesen to cut down burned trees around and below the Lincoln County Detention Center, approximately 9 acres belonging to Lincoln County between Lincoln County Detention Center and Bartolo Road.
14 Update by Wells McGiffert with the Bureau of Land Management.
10:00 15* Discussion/Action: Request from Bureau of Land Management for a letter of support from Lincoln County for Round 11 Southern Nevada Public Lands Management Act proposal titled Bureau of Land Management Ely District Area of Critical Environmental Concern (ACEC) Management Plan for Desert Tortoise and Other Special Status Species Habitat.
16* Discussion/Action: Affected Unit of Local Government (AULG) letter to Dr. Chu about participation and providing information to the Blue Ribbon Commission.
17* Discussion/Action: Affected Unit of Local Government (AULG) funding approval or revision for federal fiscal year 2010 for Lincoln County Nuclear Oversight Program.
18* Discussion/Action: Distribution of Fiscal year 2010 Lincoln County Labor Market Survey to households in Lincoln County.
19* Discussion/Action: Grant Application to Economic Development Administration for Biomass Energy Feasibility Study.
1:00 20* Approve/Deny Alamo Town Ordinance to Prohibit Alcohol and open or uncapped, or glass containers in the Alamo Town Children’s Park.
1:00 21* Approve/Deny: An Ordinance amending Title 15 of the Lincoln County Code to Revise and Add definitions; Revise and Add Use Tables; Address Building and Structure Heights for Electric Generation, Station uses; Address On-Site Parking requirements for Electric Generation, Station and Data Center uses; Revise Electric Power System Provider Language; Address both Public and Private Natural Gas Systems; Clarify Hillside Elevation Points, and other Matters Properly Related thereto.
1:00 22* Discussion/Action: Introduction of an Ordinance to merge Coyote Springs-Lincoln County Fire Protection and Emergency Medical Services GID into Coyote Springs-Lincoln County General Improvement District. Reorganizing the resulting General Improvement District, changing its name to the Coyote Springs-Lincoln County Consolidated General Improvement District and appointing the Board of County Commissioners as the Ex-Officio Board of Trustees.
23 Update Louise Buettner, Ambulance Administrator.
3:00 24* Discussion/Action: Introduction of an Ordinance for a Locksmith.
25* Approve/ Deny Letter to Nevada Department of Transportation requesting a turn lane into Vincent Development.
26* Approve/Deny letter to the Bureau of Land Management giving direction on land disposals on Pearson & Medlin.
27* Discussion/Action: Appointment of members to Information Technologies Committee.

b) Discussion/Action: Change in Scope for Sunrise Engineering for the Alamo Industrial Park.
30* Building Department
b) Discussion/Action: Clean up of Alamo and Hiko Garbage Drop Stations.
c) Discussion/Action: Contract for Pearson Brothers construction on Alamo Annex. Contract to include renovation of restrooms, hallway adjacent to men’s restroom, drinking fountain.
31* Planning Department.
b) Discussion/Action: Approval of GIS Services Contract with Gnomon Inc. of Carson City for continued GIS support, Database Development, Web Mapping Services for a previously approved amount of no greater than $25,000.
