1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the December 7, 2009 Commission meeting.

3* Approve/Deny Special Assessment for Pahranagat Lake and its tributaries in the amount of $12,692.08.

4* Approve/Deny Special Assessment for Ash Springs Irrigation Company in the amount of $20,844.40.

5* Approve/Deny Special Assessment for the Coyote Springs Valley Groundwater Basin in the amount of $3,750.00.

6* Approve/Deny Special Assessment on all taxable property situated within the confines of the Lake Valley Groundwater Basin for the Fiscal Year July 1, 2010 to June 30, 2011 in the amount of $9,977.49.

7* Approve/Deny Change Order #9 for the Caliente Pool Park Project in the sum of $2,735.00 for a pump to assist with irrigation of the park.

8* Approve/Deny Appointment to the following boards:

15* Emergency Management

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission

b) Discussion/Action Automatic Electric Defiberator replacement batteries and pads, and identifying a funding source.

16* Discussion/Action the amount to be invoiced to homeowners for garbage. The Treasurer will be sending out new bills January 2010.

17* Discussion/Action: Cost of Tiling showers in the Lincoln County Detention Center.

18* Discussion/Action: Appointment of a New Board Member for the Panaca Town Board.

19* Discussion/Action: Approve or deny a letter of support for Recology Inc.(formerly known as Norcal), concerning the city of Los Angeles RFP, regarding a solid waste contract.

20* Discussion/Action: Update on status of 2009 Lincoln County Market Survey and Drawing of related Winning Raffle Tickets.

21* Discussion/Action: Update Robinson Seidler by Vaughn Higbee, and report on Irgonne National Laboratories (INL) trip to Idaho Falls and review of Energy Parks and Energy Initiative programs.

22* Discussion/Action: Approval of Certification of Expenditure of Funds letter, Nuclear Waste Policy Acts Funds.

23* Presentation/Approve/Deny FY 2008/2009 Audit by Dan McArthur.

24* Ambulance Administrator Louise Buettner

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action Fixed Rate for Ambulance Service for Special Events.

25* Grants Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action regarding the Community Development and Housing Needs Statement with the Community Development Block Grant (CDBG) Program.

c) Discussion/Action regarding the Annual Participation Statement for 2010 and 2011 for CDBG.

26* Planning Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action: Overview of Draft cost of Land Use Study from Carson Bise of Tischler Bise. Discussion on current project phase and phase two opportunities related to current fiscal issues facing Lincoln County.

27 Public Comment. (All public comment will be limited to five minutes per individual).
