PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS IN AND FOR THE COUNTY OF LINCOLN, STATE OF NEVADA

#1-CALL TO ORDER/ROLL CALL/PLEDGE OF ALLEGIANCE
The Board met in special session with Chairman Paul Mathews calling the meeting to order at 9:00. Clerk Lisa Lloyd called the roll with Commissioners Tommy Rowe, Ronda Hornbeck, Paul Mathews, Ed Higbee (via telephone) and Bill Lloyd being present. There is a quorum present and the agenda was posted on 5-13-09 to comply with the open meeting law. Paul led the Pledge of Allegiance. County Manager John Lovelady is present as well.
#2-NUCLEAR OVERSIGHT ISSUES/CONTENTIONS
Connie Simkins is present via telephone. This is the time and place for consideration of a resolution of the Board of Lincoln County Commissioners supporting admissible contentions filed by Nye County with the Nuclear Regulatory Commission in the Yucca Mountain licensing proceedings. Paul advised that this resolution is the result of a meeting he had with Gary Hollis. It appears that some of the AULGs are going to try and take some of LC’s money as they have contentions filed. Gary suggested to Paul that the county write a resolution to support Nye County in their contentions and then the other counties won’t “have a leg to stand on” as we will be standing behind Nye and their contentions. Nye’s contentions are five safety and one NEPA. Connie stated that this resolution is a good thing. In the past Nye hasn’t been as cooperative and they make a good friend. Three of the contentions have to do with the closing of the repository. Connie advised that none of the contentions will be harmful to the direction that the county is headed in. Ace Robison agrees that there is no downside to this and it can only help the county. Vaughn Higbee, present via telephone, agreed and advised that it is important for the county to work closely with Nye, who is a directly effected county. Paul read the resolution into the record. Tommy made a motion to adopt the resolution of the Board of Lincoln County Commissioners supporting admissible contentions filed by Nye County with the Nuclear Regulatory Commission in the Yucca Mountain licensing proceeding; seconded by Bill. All voted in favor.
There is no public comment.
There being no further business for the Board to attend to, Paul adjourned the meeting at 9:14.
