9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the December 21, 2009 Commission meetings.

 

3* Approve/Deny reappointment of Ed Maloy to the Debt Management (Bond) Commission.

 

4* Approve/Deny reappointment of John Tibbetts to the Game Management Board.

 

5* Approve/Deny appointment of Dan McArthur as Independent Auditor for Fiscal Year 2009-2010.

 

6* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

7* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

9:30 8 Board of Highway Commissioners: Under Separate Agenda.

9* Emergency Management

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

10 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

11* Approve/Deny Augmentation to District Attorney’s Capitol Outlay fund. Replacement of a computer is needed in the amount of $2,400.00.

12* Discussion/Action: Letter in support of Nevada Bank & Trust to remain open.

11:00 13* Presentation by Broadbent & Associates, Inc., hired by the State of Nevada using American Reinvestment & Recovery Act (ARRA) funds, would like to address the Board and attending residents regarding a program to research and locate orphaned and/or abandoned gasoline and diesel fuel Underground Storage Tanks (USTs).

11:00 14* Discussion/Action: Overview of Draft cost of Land Use Study from Carson Bise of Tischler/Bise.

Discussion on current project phase and Phase Two opportunities related to current fiscal issues facing Lincoln County.

11:00 15* Discussion/Action: Public Hearing of an Ordinance for a Locksmith.


16* Discussion/Action: Memorandum of Understanding or Letter of Intent between Lincoln County and Clark County for a Communications Radio Tower.

17* Discussion/Action: Cost of Tiling showers in the Lincoln County Detention Center.

1:00 18* Discussion/Action: Public Hearing for the Vacation/Abandonment for Coyote Springs Investment LLC, abandon a portion of old US Highway 93 through the Lincoln County portion of Coyote Springs which consists of approximately 470.8 acres, portion of old US Highway 93 runs through APN#’s 008-201-03, 008-201-19, 008-201-20, 008-201-25, 008-201-27 and 008-201-28.

1:00 19* Discussion/Action: Consideration of the Second 24 month review of the Coyote Springs Development Agreement, between the County of Lincoln and Coyote Springs Investment, LLC, for the Coyote Springs Master Planned Community, as recommended by the County of Lincoln Planning Commission.

1:00 20* Discussion/Action: Public Hearing of an Ordinance to merge Coyote Springs-Lincoln County Fire Protection and Emergency Medical Services GID into Coyote Springs-Lincoln County General Improvement District. Reorganizing the resulting General Improvement District, changing its name to the Coyote Springs-Lincoln County Consolidated General Improvement District and appointing the Board of County Commissioners as the Ex-Officio Board of Trustees.

1:00 21* Discussion/Action: Consideration of an Agreement to amend the Coyote Springs Development Agreement by allowing unlimited acreage for electric generation, and station use within the Coyote Springs Master Planned Community. Such electric generation, station use within the Coyote Springs Master Planned Community is subject to the Lincoln County Code Title 15, application and approval process.

1:00 22* Discussion/Action: Public Hearing and consideration of an Ordinance to adopt an agreement, between the County of Lincoln and Coyote Springs Investment, LLC, to amend the Coyote Springs Development Agreement for the Coyote Springs Master Planned Community.

23* Approve/Deny Sponsorship of the County Fiscal Officers Association of the State of Nevada’s, Annual Conference (NACO).

24* Discussion/Action: Approval of comment letter for the Supplemental Environmental Impact Statement on the mainline power transmission line proposed by the NV Energy subsidiary On Line Power.

25* Discussion/Action: Letter to Bureau of Land Management (BLM) Director Bob Abbey supporting BLM proposed Wild Horse Gathers.

26* Planning Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

27* Grants Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action regarding matching in-kind time from the Grants Department for the Communications Tower grant to Community Development Block Grant.

c) Approve/Deny signing of Community Development Building Grant Application for a Radio Communications Tower for Emergency Personnel.

d) Discussion/Action regarding Funding Agreement with State Historic Preservation Office(SHPO) for funding to rehabilitate the Million Dollar Courthouse in the amount of $125,0000.

28* Building Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission

29 Public Comment. (All public comment will be limited to five minutes per individual).

30* Adjourn.
