9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the January 4, 2010 Commission meeting.

3* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

4* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

8 Emergency Management

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

9* Discussion/Action: Approval of Certification for expended Secure Rural Schools and Communities Act Title III funding in 2009.

10* Discussion/Action: County street sign materials purchase not to exceed $8,000 from Newman signs. County to purchase sign materials to be reimbursed proportionally by towns and city based on posting of new and missing signs.

11:00 11* Presentation by Broadbent & Associates, Inc., hired by the State of Nevada using American Reinvestment & Recovery Act (ARRA) funds, would like to address the Board and attending residents regarding a program to research and locate orphaned and/or abandoned gasoline and diesel fuel Underground Storage Tanks (USTs).

11:00 12* Discussion/Action: Public Hearing of an Ordinance for a Locksmith.

14* Ambulance Administrator Louise Buettner

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action Fixed Rate for Ambulance Service for Special Events.


15 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

1:00 16* Discussion/Action: Public Hearing and consideration of an Ordinance to adopt an agreement, between the County of Lincoln and Coyote Springs Investment, LLC, to amend the Coyote Springs Development Agreement for the Coyote Springs Master Planned Community.

2:00 17* Discussion/Action: To act upon a Resolution Authorizing a Medium-Term Obligation up to the amount of $155,000.00 to enable Grover C. Dils Medical Center to purchase State Land adjoined to the existing property for future expansion. The Proposal obligation is to be repaid by the cash flows of Grover C. Dils Medical Center and public donations.

18* Discussion/Action on correct procedures to fund activities of Lincoln County Planning Department that are related to Yucca Mountain Oversight program.

19* Discussion/Action: Request for four individuals to attend Energy Communities Alliance annual
conference in Washington, D.C. on February 11 and 12, 2010.

20* Approve/Deny Closure of SR318 between Lund and Hiko on May 16, 2010 and September 19, 2010, for the Silver State Classic Challenge.

21* Approve/Deny Revisions to the Lincoln County Human Services food bank policy.

22 Planning Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission

23* Grants Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission

b) Discussion/Action regarding contract with Hardy Construction for the Pioche Upper Park project.

c) Discussion/Action regarding Grants Administration Policy.

24* Building Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action: Special Event Policy and Permitting.

25 Public Comment. (All public comment will be limited to five minutes per individual).

26* Adjourn.
