Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the February 24, 2010 and March 1, 2010 Commission meetings.

3* Approve/Deny grant award from Aging and Disability Services for American Recovery and Reinvestment Act categorical meals in the amount of $10,541.00.

4* Approve/Deny grant award from Aging and Disability Services for nutrition categorical meals in the amount of $9,281.00

5* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

6* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

7 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

13* Discussion/Action: Clarification of Lincoln County policy on out-of-state travel by elected officials, employees, and contract personnel.

14* Discussion/Action: Insurance coverage

15* Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

16* Discussion/Action: Letter of request for information from Union Pacific Railroad regarding anticipated actions on the Southeastern Lincoln County Habitat Conservation Plan for this and the next fiscal year.

17* Discussion/Action: Direction from the Board on how they would like to handle delinquent garbage bills.

18* Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Termination of Summit Engineering Contract.
c) Basin Engineering corporation Contract.
d) White & Smith, LLC Contract.

19* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action regarding sub-grant award through the Nevada State Office of Energy from the Department of Energy for energy efficiency repairs to the Lincoln County Courthouse in the sum of $300,000.00

20* Building Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action: Cost recovery rates for Business License invoicing from other departments.

21 Public Comment. (All public comment will be limited to five minutes per individual).

22* Adjourn.
