Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA
2* Approve/Deny minutes of the March 15, 2010 Commission meeting and the March 22, Budget Workshop.

3* Approve/Deny change Order in the amount of $4,458.48 for the installation of 4 picnic tables for the Dixon Park.

4* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS
5* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

9:30 6 Board of Highway Commissioners: Under Separate Agenda.

7* Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

8 Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

9* Discussion/Action on joining the Central Nevada Water Authority or assigning Lincoln County Water District to represent the County with the Central Nevada Water Authority.

10* Discussion/Action to act upon a Resolution authorizing a Medium-Term obligation up to the amount of $155,000.00 to enable Grover C. Dils Medical Center to purchase State Land adjoined to the existing property for future expansion. The proposal obligation is to be repaid by the cash flows of Grover C. Dils Medical Center and public donations.

11* Discussion/Action: Clover Mountain and Tunnel Springs Wilderness Management Plan and Environmental Assessment.

12* Discussion/Action: Proposed Letter to Blue Ribbon Commission on America’s Nuclear Future.

13 Update/Discussion: Current plans for Alamo Industrial Park.

14* Discussion/Action: Establishing a Plan of action for the Alamo and Hiko Landfills.

15* Discussion/Action: Letter in response to Bureau of Land Management about Hiko and Alamo Landfill litter issues.

16* Approve/Deny: Letter & Invoice to Virgin Valley Water District requesting payment for out of county transfer fees.

17* Discussion/Action on Draft 2009 Lincoln County Market Survey Report.

18 Planning Department
a) Department Update- may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission

19* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action regarding matching funds for the Million Dollar Courthouse in the sum of $35,000.00 from the PILT Grant Match Fund.
c) Discussion/Action regarding Welfare Set Aside Grant award in the amount of $8,210.00 from the Nevada Housing Division, Department of Business and Industry.
d) Discussion/Action regarding application to Federal Aviation Administration for a grant for airport design and construction of a fence at the Alamo airport in the amount of $600,000.00.

20* Building Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action: Approval of Southern Nevada Desert Racers (SNDR) race at Mail Summit scheduled for April 17, 2010.

21 Public Comment. (All public comment will be limited to five minutes per individual).

22* Adjourn.
