All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the April 4, 2010 regular Commission meeting and April 8, 2010 Budget Workshop.
3* Approve/Deny change order for the Pioche Upper Park in the sum of $9,964.35.
4* Approve/Deny Tax Strike on APN: 11-210-29, Salesi Lasike, 2155 assessed, refund $64.25, no well on parcel.
5* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

6* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

7 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

11:00 12* Discussion/Action regarding awarding of bid for the Lincoln County Fair and Rodeo Grounds building.

11:00 13* Public Hearing Ordinance #2010-01 - Special Events Permit Fees and Procedures.

14* Approve/Deny Lincoln County Sheriff’s Office to rehire open part-time dispatcher position.

15* Discussion/Action: Approval of Trails Day Activities and Insurance procedures for the event.

16* Discussion/Action: Memorandum of Understandings with Bureau of Land Management regarding Development of the Environmental Impact statement for the Transwest Express Transmission Line Project and Gateway South Transmission Line.

1:00 17* Discussion/Action: Alamo Sewer and Water is requesting permission from the County to run pipe in the County’s right-of-way for their Waste Water Project.

1:00 18* Discussion/Action: Tom Johns of Sithe Global will be presenting an update on the Toquop Gas Powerplant and proposed Solar projects on Flattop Mesa.

1:00 19* Discussion/Action: Public Hearing and Adoption of Fiscal Year 2010-2011 budget and a tax rate for Lincoln County, the Towns of Pioche, Panaca and Alamo, the Pioche Fire District.

2:00 20* Discussion/Action: Introduction of an Ordinance adding a Title to the Lincoln County Code regulating the development of the Alamo Industrial Park by establishing development by planned units pursuant to the provisions of chapter 278A of the Nevada Revised Statues, by enumerating zoning districts, by establishing minimum design standards, by establishing development application procedures, and by establishing specific design requirements.

21* Discussion/Action: Approve/Modify/Disapprove Southeastern Lincoln County Habitat Conservation Plan Implementation Agreement along with permit special terms and conditions.

22* Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action: Letter of Concurrence with the State of Nevada Division of Emergency Management requesting permission for the State to use Emergency Radio frequencies.
c) Discussion/Action: Grant from the State Emergency Management to enable Lincoln County to hire someone for a total of 120 hours that would help identify types of Emergency Response resources available in Lincoln County.

23* Discussion/Action: Request for help from the County in the amount of $17,000.00, to continue the After School Program in Pioche.

24* Discussion/Action request for two persons to attend Nuclear Energy Workforce Development and Training Workshop April 20 through April 23, 2010 in Augusta, Georgia.

25 Presentation and explanations by Lincoln County High School web students of new website designing and content for Lincoln County Nuclear Oversight Program.

26* Discussion/Action: Sending a letter to University Nevada Reno Chancellor, Dr. Milton Glick asking him to keep the College of Agriculture open.

27* Discussion/Action: Ambulance Service change/increase in rates.

28* Approve/Deny: Lincoln County Personnel Policy.

29 Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

30* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action regarding contract with GEM Engineering in the amount of $5,300.00 for soils and concrete testing at the Pioche Park project.

31* Building Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action: Approval of the Delamar Hare Scrambles-Wildbunch Motorcycle Club (M/C) and Motorcycle Racing Association of Nevada (MRAN); May 1, 2010.
c) Discussion/Action: Approval of the Eagle Valley Hare Scrambles-Eagle Valley Ridge Runners M/C and MRAN; May 22, 2010.
d) Discussion/Action: Approval of the Best in the Desert (BITD) Camp Valley Trail Ride; May 15th and 16th, 2010.
e) Discussion/Action: Approval of the BITD Bilek Racing Silver State “300” (BITD); April 24, 2010.

32 Public Comment. (All public comment will be limited to five minutes per individual).

33* Adjourn.
