Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the April 19, 2010 regular Commission meeting.

3* Approve/Deny: Reappointment of Varlin Higbee to State Land Use Advisory Council (SLUPAC).

4* Approve/Deny contract with Hardy Construction, Inc. in the sum of $45,832.80 for work at the County Fair and Rodeo Grounds on the restroom and concession building.

5* Approve/Deny Notification of Grant Award from Aging and Disability Services for supplemental nutrition services in the sum of $14,371.00

6* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

7* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

9:30 8 Board of Highway Commissioners: Under Separate Agenda.

9* Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action: Continuity of Operation for Lincoln County government services, to be used in the Emergency Management Work Plan, required by State of Nevada and federal government.
c) Discussion/Action: Purchasing of lunch materials for participants in the Hazardous Material exercise on May 6, 2010.

10 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

11* Discussion/Action: Permission for Jonathon Brunjes to set up a snack vending machine in the Courthouse.

12* Discussion/Action: Request from University of Nevada Cooperative Extension (UNCE) for support in the amount of $1,000.00 to continue a pilot Teen Drop in center for 2010.

13* Discussion/Action: Request from UNCE in the amount of $2,000.00, to establish a new Pioche Garden Club and provide youth assistance in the Caliente Farmers Market program.

14* Discussion/Action: Authorization to spend up to $200.00, if needed, for food and/or beverages for the Southern Lincoln County Habitat Conservation Plan signing on May 5, 2010.

15* Discussion/Action: travel request from Lincoln County Nuclear Oversight Program to travel to Baltimore, Maryland on May 4-6, 2010, to attend the Dry Storage Information Forum. Total cost for two people is $3,624.00.

16* Discussion/Action: Approval of the Lincoln County Nuclear Oversight Program budget for Fiscal Year 2010-2011.

17* Discussion/Action: Proposal from Lincoln County Ambulance Association to adjust the collections rate paid by Lincoln County to Grover C. Dils Medical Center from 10% to 20%.

18* Discussion/Action: Patents on existing County landfills.

19 Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

20* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action regarding Advisory Board Charter for the Lincoln County Human Services Tripartite Board.

21 Building Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

22 Public Comment. (All public comment will be limited to five minutes per individual).

23* Adjourn.
