9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the May 3, 2010 Commission Regular meeting.

3* Approve/Deny: Notice of Intention to act on a resolution to augment budget - General County $230,481.00 - Solid Waste Management Fund $20,000.00 - Pioche Town Grant Capital Projects Fund $32,910.00 - Lincoln County Land Act Planning and Development Fund $32,708.00 - Vehicle Capital Projects Fund $6,500.00 - China Springs $1,000.00.

4* Approve/Deny 2010-2011 Cooperative Agreement between Lincoln County and the Seventh Judicial District Court.

5* Approve/Deny Tax Strike and Refund to Aaron and Angelina Samson, APN: 13-170-03, 1,523 assessed, corrals and sheds removed prior to July 1st lien date, Refund in the amount of $44.71.

6* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

7* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

8 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

11:00 12* Continuation of a Public Hearing on Ordinance #2010-01 - Special Events Permit Fees and Procedures.

13* Approve/Deny Final Budget for Fiscal Year 2010-2011.

14* Discussion/Action: Organization of the Lincoln County Multispecies Habitat Conservation Plan GID governing board.

15 Emergency Management

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

16* Discussion/Action: Signing of renewal lease with the Bureau of Land Management (BLM) for the Solid Waste Disposal Site near Alamo, Nevada.

17* a) Discussion/Action letter to Senator Reid requesting an amendment to Lincoln County Land Act of 2000 as follows: 1.Section5(b)(1)(B) by inserting “and implementation” after “development”. This amendment would allow BLM to not only help with development but also implementation of Lincoln County Habitat Conservation Plan.

b) Discussion/Action: Lincoln County Land Act amendment and funding for the Habitat Conservation Plan work.

18* Discussion/Action: Presentation of the action plan for implementation of the southeastern Lincoln County Habitat Conservation Plan. Approve/modify plan for immediate implementation process.

19* Discussion/Action: Presentation of Final Cooperative Agreement with BLM for future action concerning mediation for desert tortoise and southwestern willow flycatcher habitat on federal land. This is an overall blanket agreement and will require separate work agreement for specific projects.

1:00 20* Discussion/Action: Public Hearing and Adoption of Fiscal Year 2010-2011 budget and a tax rate for Lincoln County, the Towns of Pioche, Panaca and Alamo, the Pioche Fire District.

1:00 21* Discussion/Action: Public Hearing of Ordinance #2010-02 adding a Title to the Lincoln County Code regulating the development of the Alamo Industrial Park by establishing development by planned units pursuant to the provisions of chapter 278A of the Nevada Revised Statues, by enumerating zoning districts, by establishing minimum design standards, by establishing development application procedures, and by establishing specific design requirements.

22* Discussion/Action: Approving Resolution establishing fees for the County to administer and implement provision of Title 15 of the Lincoln County Code.

23* Discussion/Action letter commending work of Candice Trummell, Department of Energy (DOE) External Governmental Affairs Specialist, Las Vegas DOE office on behalf of Lincoln County.

24* Discussion/Action travel request for three individuals to attend Blue Ribbon Commission meeting in Washington, D.C. May 24 thru 27. Total expenditure amount of $6,166.16.

25* Discussion/Action setting Lincoln County priorities for current funding requests to Congress.

26* Discussion/Action: Proposal from Lincoln County Ambulance Association to adjust the collections rate paid by Lincoln County to Grover C. Dils Medical Center from 10% to 20%.

27* Planning Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action: Patents on BLM lands leased for garbage transfer stations.

28* Grants Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action regarding applying to the State of Nevada Emergency Response Commission for the United We Stand Grant in an amount not to exceed $30,000.00.

c) Discussion/Action regarding membership in and dues of $200.00 to the High Desert Resource Conservation and Development Council.

d) Discussion/Action regarding the completion of the Rose Park project.

29 Building Department a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

30* Approve/Deny letter of support for the 2010 Lincoln County Fair Book.

31 Public Comment. (All public comment will be limited to five minutes per individual).

32* Adjourn.
