Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the June 21, 2010 regular Commission Meeting.

3* Approve/Deny appointment of John Crosthewait to the Lincoln County Fair & Rec (Room Tax) Board, he is filling the seat vacated by Kim Turley.

4* Approve/Deny wage increase for Library part-time personnel to the State Minimum Wage of $8.25.

5* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

6* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

9:30 7 Board of Highway Commissioners: Under Separate Agenda.

10:00 8 Panaca Fire District: Under Separate Agenda.

10:00 9* a) Discussion/Action: Acceptance of renewal proposal from Nevada Public Agency Insurance Pool (POOL) and approval for payment from fiscal year 2010-2011 funds.

b) Discussion/Action: Lincoln County Airport Liability Coverage.

10:00 10* Discussion/Action: Continuation of a Public Hearing on Ordinance #2010-01 - Special Events Permit Fees and Procedures.

11:00 11* Discussion/Action: Proposal from David Day on the DC Day Rachel Park.

11:00 12 Presentation by Marybeth Grant, Project Manager for Gnomon Inc, on a Needs Assessment and 5 year plan for Geographic Information Systems (GIS).

13* Discussion/Action: Any and all action necessary to hire or assign an Administrator of the Habitat Conservation Plan program.

14* Discussion/Action: Approval of contract with Gnomon Inc. to provide GIS services and support for Lincoln County.

15* Approve/Deny: Certification of Lincoln County Tax Levy.

16 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

17* Discussion/Action: Pioche Public Utilities to hire temporary laborers.

18 Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

1:00 19* Discussion/Action: Letter of recommendation to Nevada State Water Engineer for water application by Jim Wilkin Trucking for the sand/gravel pit below Panaca.

20* Discussion/Action: Letter from Board of County Commissioners to all State Legislators and Senators, in support of Bio-Mass Projects.

21* Discussion/Action: Secure Rural School and Community Self-Determination Act (SRS) payment, the Board must chose if they wish for the County percentages in Titles I, II and III to remain the same or to change them.

22* Discussion/Action: Letter from Nevada Association of Counties (NACO) concerning placing an advisory question on the 2010 general election ballot regarding Legislative action upon local governments. “Shall the consent of the governing body of the local government be required before the State Legislature can act to decrease revenues or reserves collected by, distributed to, or held by the local government, or impose fees on or mandate new or different services be performed by the local government?”

23* Approve/Deny Collective Bargaining Agreement with Lincoln County Law Enforcement Association for the period of July 1, 2010 thru June 30, 2012.

24* Discussion/Action: Approve Dr. Mike Baughman to attend July 7, 2010 meeting of Blue Ribbon commission Disposal sub-committee meeting in Washington, D.C.

25* Discussion/Action: Minimum Wage increase for Web Students on oversight program.

26* Discussion/Action: Letter to Ely Bureau of Land Management supporting wild horse gather.

27* Discussion/Action regarding obtaining a set of “as built” architectural drawings for the Lincoln County Courthouse.

28 Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

29 Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

30 Building Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

31 Update: Solar Legislation.

32 Public Comment. (All public comment will be limited to five minutes per individual).

33* Adjourn.
