All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the July 19, 2010 regular Commission Meeting and July 15, 2010 Special Meeting.

3* Approve/Deny grant award for Home Delivered Meals in the sum of $5,503.00.

4* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

5* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

6* Discussion/Action: Consideration of proposal from Advance Data System (ADS) to replace current server that is being used in the courthouse.

7 Board of Highway Commissioners: Under Separate Agenda.

8 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

9* Discussion/Action: Garbage transfer station for the Beaver Dam/Barclay area.

10* Discussion/Action: regarding Lincoln County Courthouse “As Built” Architectural Drawings, Sunrise Engineering has given a quote of $6000-$10,000, a funding source needs to be determined.

11* Discussion/Action: Budget Transfer for the following funds: Ambulance Fund transfer to Ambulance Capital Projects Fund in the amount of $20,000.00; Federal In Lieu Tax Special Revenue Fund transfer to Detention Center in the amount of $60,020.00; Federal In Lieu Tax special Revenue Fund transfer to Solid Waste in the amount of $100,000.00; Federal In Lieu Special Revenue Fund transfer to Planning Fund in the amount of $56,459.00; General County Fund transfer to Planning Fund in the amount of $86,253.00.

12* Discussion/Action regarding approval of a standard Contract Change Order Form to be used by the County.

13* Discussion/Action regarding approval of revisions to the County Contract Agreement that is being currently used.

11:00 14* Discussion/Action: David Day concerning the title of the DC Day Park in Rachel.

15* Presentation by Wes Henderson on Nevada Association of Counties (NACO) activities.

16* Discussion/Action: Advertising and setting for Public Hearing an Ordinance to Require Collection of Habitat Mitigation Fees for any Land Disturbance within the Boundaries of the Southeastern Lincoln County Conservation Habitat Plan General Improvement District.

17 Closed Personnel Session for Connie Simkins, Coordinator for Lincoln County Nuclear Oversight Program, per NRS 241.030. Any and all action will be taken in Open Meeting.

18* Discussion/Action Necessary for Closed Personnel Session with Connie Simkins.

19* Discussion/Action: Revisit Gnoman contract that was approved on June 21, 2010. In regards to Phase Two of the contract in the amount of $14,000.00 and clarification of funding sources to pay for all phases of the contract.

20* Discussion/Action: Re-hire part time transport position for Detention Center.

21 Lincoln County Nuclear Oversight Program
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

22 Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

23* Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action: Letter to Bureau of Land Management requesting a direct-sale land disposal under the Lincoln County Conservation Recreation and Development Act of 2004 (LCCRDA) for the Antelope Canyon Mill Site to Amelia Sonnenberg located in Township 4 South, 67 East, Section 5 or at 700 Antelope Canyon Road.

c) Discussion/Action: Continuance of a Public Hearing of an Ordinance to update Title

12 of the Lincoln County Code and to adopt new DFIRM (floodplain) maps to comply with federal guidelines to remain active in the National Floodplain Insurance Program (NFIP).

24* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action/Presentation by Carl Dahlen with University of Nevada Cooperative Extension regarding a needs assessment in Lincoln County in September.

c) Discussion/Action regarding a contract with Sunrise Engineering for work to be done to the County Courthouse and Detention Center in conjunction with the Energy Upgrade Project in the sum of $63,400.00.

d) Discussion/Action regarding a contract with Sunrise Engineering for work to be done to the Million Dollar Courthouse in the sum of $49,600.00.

e) Discussion/Action regarding retirement of County Grants Administrator.

25* Building Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action on Amendment of Agreement between Lincoln County and Resource Concepts, Incorporated regarding Southwestern Willow Flycatcher Habitat Planning.

c) Discussion/Action on Resolution Adopting Updated Building Department Fees and Grading Permit Fees as appropriate, required and permitted by the Nevada Revised Statutes setting Title 11, Chapter 2 of the Lincoln County Code.

26 Update: Solar Legislation.

27 Public Comment. (All public comment will be limited to five minutes per individual).
