Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the August 2, 2010 regular Commission Meeting.

3* Approve/Deny tax strike for Kenneth and Donna Lytle Trust, APN:6-061-05, $11,976 assessed, Ag values were not applied.

4* Approve/Deny tax strike for Wayne & Shirley Bearden, APN: 1-333-36, $1,962 assessed, error in basement size.

5* Approve/Deny tax strike for Grand Wilshire, APN: 13-160-32, $2,523 assessed, no well or mobile home hookup.

6* Approve/Deny tax strike for David Witt, APN: 13-160-14, $8,027 assessed, improvements from another parcel put on this parcel.

7* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

8* Approve/Deny vouchers (an itemized list of bills is available for public review at the County Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

12 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

13* Discussion/Action: Acceptance of mitigation proposals from the Bureau of Land Management regarding their administrative action on the Oakwells Road and the Kixmiller Road.

14 Discussion/Action: Revisit Gnoman contract that was approved on June 21, 2010. In regards to Phase Two of the contract in the amount of $14,000.00 and clarification of funding sources to pay for all phases of the contract.

15 Discussion/Action: Garbage transfer station for the Beaver Dam/Barclay area.

16* Discussion/Action: Norcal fee increases due and effective October 1, 2010.

17* Performance Review of Building Department Director, Cory Lytle.

11:00 18* Discussion/Action: Final approval of Contract/Agreement with the DC Day Family concerning the DC Day Park in Alamo.

19* Discussion/Action with Penoyer Valley Electric Co-op concerning the building they use at the DC Day Park in Rachel.

20* Discussion/Action: Continuation of same percentages in the Title I, II, and III Secure Rural Schools and Community Self-Determination Act (SRS) funds.

1:00 21* Discussion/Action: Public Hearing for an Ordinance to amend Title 14 of the Lincoln County Code definitions, use tables, development standards, and other related sections to allow for renewable energy development and supporting facilities in the Toquop Planning Area.

1:00 22* Discussion/Action: A Resolution of the Lincoln County Board of County Commissioners to delegate the authority and responsibilities for the administration of Lincoln County Code, Title 15.

1:00 23* Discussion/Action: A Resolution of the Lincoln County Board of County Commissioners to revise the established fee necessary and required for the County to implement and administer the provisions of Lincoln County Code, Title 15.

1:00 24* Discussion/Action: Acceptance of a proposal, from L & H Consulting, for the provision of professional services necessary to administer the planning and zoning responsibilities required by Lincoln County Code, Title 15, and to enter into a professional services agreement with L & H Consulting to provide such services.

25* Discussion/Action: Setting of a date for auction of the Oddfellows Hall in Pioche, not to be less than 90 days within notice to the previous owner.

26* Discussion/Action: Identify parcel for trade with the Panaca Farmstead Association for the land surrounding the Panaca baseball park.

27* Lincoln County Nuclear Oversight Program

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/action: Lincoln County comments on Solar Programmatic Environmental Impact Statement.

c) Discussion/Action: Approve letter to Ely Bureau of Land Management supporting wild horse gathers in North Eastern Lincoln County in Eagle, Chokecherry, and Mt. Elinore Herd Management Areas.

28* Emergency Management

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Approve/Deny Grant from State Emergency Response Committee for training/equipment in an amount not to exceed $30,000.00.

c) Discussion/Action: Standard wiring connections for portable generators.

29* Planning Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

30* Grants Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action regarding acceptance of the Federal Emergency Management grant to update the County Pre-disaster Mitigation Plan in the amount of $23,099.77.

c) Discussion/Action regarding $10,000.00 grant match for the Community Development Block Grant program for the Community Assessment.

31* Building Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

32 Public Comment. (All public comment will be limited to five minutes per individual).

33* Adjourn.
