Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 1 Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the August 16, 2010 regular Commission Meeting and
August 9, 2010 and August 24, 2010 Special meetings.
3* Approve/Deny Grant Award from Aging and Disability Services in the amount of $58,102.00 for Home Delivered Meals.
4* Approve/Deny Confidentiality Addendum for the Aging and Disability Services Grant for Home Delivered Meals.
5* Approve/Deny Grant Award from Aging and Disability Services in the amount of $25,118.00 for Congregate Meals.
6* Approve/Deny Confidentiality Addendum for the Aging and Disability Services Grant for Congregate Meals.
7* Tax Strike – City of Caliente, APN:3-101-06, $8,200 assessed purchased from private party on June 29, 2010, deed recorded July 7th, tax is billed (exempt).
8* Tax Strike – Bernard Bushwell, APN: 2-102-18, $2,320 assessed, veterans exemption missed.
9* Tax Strike – Nathan & Melissa Phillips, APN: 13-041-14, $1,630 assessed, adjusted portion of living square footage to garage square footage.
10* Approve/Deny copies of the airport Layout Plans for Lincoln County Airport for presentation to the Federal Aviation Administration.
11* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

 

REGULAR BUSINESS

12* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

17* Discussion/Action: Budget Transfer: Capital Improvements to Vehicle Capital Projects in the amount of $104,566.

18* Discussion/Action: Any and all action necessary for the reassignment of the Planning Department Administrative duties.

19* Approve/Deny contract for Cory Lytle.

20* Discussion/Action: Sheriff’s Office, cost to patch new switch to E911 system.

21* Discussion/Action: Fee increase of 6% for garbage disposal, to be assessed to the public.

22 Ken Brown, Public Land Issues Update.

23* Discussion/Action: Approval for Connie Simpkins to travel to the Blue Ribbon Commission meetings and Sub-committee meetings in September and October 2010.

24* Discussion/Action: Memorandum of Agreement between Lincoln County and A-Power Energy Generations Systems, Ltd. Regarding conduct of a study assessing the feasibility of constructing and operating a 5 to 10 MW Pinon-Juniper biomass fueled electric generation plant.

25* Discussion/Action: A Resolution of the Lincoln County Board of County Commissioners to delegate the authority and responsibilities for the administration of Lincoln County Code, Title 15.

26* Discussion/Action: A Resolution of the Lincoln County Board of County Commissioners to revise the established fee necessary and required for the County to implement and administer the provisions of Lincoln County Code, Title 15.

27* Discussion/Action: Acceptance of a proposal, from L & H Consulting, for the provision of professional services necessary to administer the planning and zoning responsibilities required by Lincoln County Code, Title 15, and to enter into a professional services agreement with L & H Consulting to provide such services.

28 Closed Personnel Session to Review, Evaluate Performance and other job related issues, for Antoinette Pinkham, Director for Lincoln County Human Services, per NRS 241.030. Any and all action will be taken in Open Meeting.

29* Discussion/Action Necessary for Closed Personnel Session with Antoinette Pinkham.

30* Discussion/Action: Payment for the time period of July 1, 2010 trough June 20, 2011 for the Quad State Local Governments Authority in the amount of $1,380.00.

31* Emergency Management

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Approve/Deny Chip and Seal of the Emergency Management Office driveway.

c) Discussion/Action: Adoption of a standard wiring connection for a portable generator.

d) Discussion/Action: Purchasing of a truck or emergency response vehicle in the amount of $50,000.00.

32 Planning Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

33* Grants Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action regarding a Change Order to the Resource Concepts, Inc. contract for additional work required on the Open Space Plan. Funding source must also be determined.

34* Building Department

a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Approve/Deny Special Event Application for Bushwacker’s Hare Scrambles Motorcycle races north of Pioche on September 18, 2010.

35 Update: Solar Legislation.

36 Public Comment. (All public comment will be limited to five minutes per individual).

37* Adjourn.
