1* Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the November 8, 2010, November 15, 2010 regular Commission Meetings and the December 2, 2010 Special Meeting.

3* Approve/Deny special assessment for Lake Valley Groundwater Basin in the mount of $9,977.49.

4* Approve/Deny special assessment for Ash Springs Irrigation Company in the amount of $19,766.24.

5* Approve/Deny special assessment for Pahranagat Lake in the amount of $12,692.08.

6* Approve/Deny Reappointments: Glenn Zelch and Karen Ernst to the Pioche Town Board. Phyllis Robistow, Connie Simkins, and Susan Agee to Public Lands Commission (PLUAC). Lonny Cole to the Pioche Fire District Board. Sherrie Barker, Lola Sharp and Lonny Walch to the Alamo Town Board. Tim Perkins to Regional Transportation Commission. Kris Higbee to the Fair & Recreation Board. Linda Lee, Gary Elmer and Pete Wells to the Panaca Town Board.

7* Approve/Deny letter of support to Rural Nevada Development Corporation for Community Development Block Grant application.

8* Approve/Deny a letter to the Nevada Division of Environmental Protection informing them of the delay in updating our Solid Waste Management Plan.

9* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

10* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

11 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

12 Board of Highway Commissioners: Under Separate Agenda.

13* Discussion/Action: Funding Source for the clearing of 2nd North in Alamo, and direction to the County Surveyor concerning corner markers.

14 Lincoln County Fire District: Under Separate Agenda.

15* Discussion/Action request for funds from the 6th Grade for their trip to Washington D.C.


16 Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

17* Discussion/Action: regarding offer of employment for the position of Grants
Administrator.

18* Discussion/Action: Request re-filling part time Detention Deputy Position.

19* Discussion/Action: Request to advertise and hire a Deputy District Attorney position to begin January 2011.

20* Discussion/Action regarding awarding of the bids for the final portion of the Alamo Children’s Park Project and the Alamo Rodeo Grounds Project.

21* Discussion/Action: Request from the Sheriffs Office for matching funds for grant to replace Deputies bullet proof vests not to exceed $7,700.00.

22* Discussion/Action of Appointment of Commissioner Elect Kevin Phillips to Regional Transportation Commission (RTC). This appointment is for a seat designated to be filled by a Commissioner.

23* Discussion/Action: Appointment of new Pioche Town Board Member.

24* Discussion/Action: Opening of Bids for a new Ambulance and awarding of the Bid.

25* Discussion/Action: Donation to the Pahranagat Valley High School for the Washington D.C. trip scheduled for July of 2011.

26 Update from Jerry Hillier of Quad State and request for new board member.

27* Discussion/Action: Clarification and Designation of someone who will be responsible for updates, copies and distribution of the Personnel Policy. Designation of a funding source for the copies of the Personnel Policy.

28* Discussion/Action: Recommendations of possible removal and or relocation of flood control dike on the Packer-Smallwood Road in Alamo.

29* Discussion/Action: Approval of Dispatchers Bargaining Unit Contract.

30* Discussion/Action: Acceptance of resignation from Louise Buettner, Ambulance Administrator.

31* Discussion/Action: Appointment of new Ambulance Administrator.

32* Lincoln County Nuclear Oversight Program
a) Program Update by Vaughn Higbee and Connie Simkins -may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action approval of Certification of Expenditure of Funds letter to Department of Energy pursuant to Nuclear Waste Policy Act.

33* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action regarding contract with Nevada State Health Division and Lincoln County for the Public Health Clinic.
c) Discussion/Action regarding addendum to contract with Armstrong Consultants, Inc. for the design of the Alamo Airport.
d) Discussion/Action regarding contract with Gnomon, Inc. regarding their work on the GIS portion of the Pre-disaster Mitigation Plan.
e) Discussion/Action regarding Community Development and Housing Needs Statement for Community Development Block Grant.
f) Discussion/Action regarding Annual Participation Statement for Community Development Block Grant.
g) Discussion/Action regarding contract with University of Nevada Las Vegas for environmental work to be done on the Echo Park Project.
h) Discussion/Action regarding approval of Statutory Worksheet for the environment on the Two Way Radio Communications System.
i) Discussion/Action regarding Finding of Exemption for Communication Tower Project.
j) Discussion/Action regarding Level of Environmental Review Determination for the Communication Tower Project.

34* Building/Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Approval/Denial of the 2010 Lincoln County Public Lands Policy Plan.
c) Discussion/Action: Agreement between Lincoln County, Panaca Farmstead, and Adam Lewis to address land issues in regard to the Panaca Pioneer Park.
d) Discussion/Action: Lincoln County Planning Commission recommendations regarding Request for Qualification’s (RFQ’s) for Planning and Building Department Technical Assistance.
e) Discussion/Action: Planning Department Fee Schedule to address implementation and agreements with the Title 15 Administrator and related duties.

35 Update: Solar Legislation.

36* Discussion/Action: Advertisement for possible replacement of Meadow Valley Justice Court Deputy Clerk/Commissioners Assistant/Grants Administrator Assistant position.
