All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the December 6, 2010 regular Commission Meeting.

3* Approve/Deny Tax Strike, The Conservation Fund 4th Quarter tax payments: 8-201-17 $3,999.64; 8-201-22 $2,080.61; 8-201-26 $1,976.14; 8-221-02 $43.77. The Conservation Fund deeded parcels to the Bureau of Land Management and they are now tax exempt.

4* Approve/Deny Reappointment of Vaughn Higbee and Glennon Zelch to the Debt Management (Bond) Commission.

5* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

6* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

10 Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

11* Discussion/Action: Contract for Shawn Frehner, new Grants Administrator.

12* Discussion/Action: Review of structure of Public Lands Commission (PLUAC).

13* Discussion/Action: Reappointment of members to the PLUAC, and appointment of open position.

14* Discussion/Action: Appoint of Ty Mizer, Caliente District C, as a hospital trustee, to the Hospital Board.

15* Discussion/Action: Acceptance of resignation from Spencer Gray, Lincoln County Planning Commissioner, City of Caliente representative.

16* Public Hearing for intent to authorize a Medium-Term obligation. Resolution to lease/purchase three (3) patrol vehicles not to exceed $85,000.00.

17* Discussion/Action: Presentation by and endorsement of Wide Open Nevada Tours.

18* Discussion/Action: Presentation from Sarah Adler from United States Department of Agriculture on the Bio-mass summit, and request for a liaison for that program.

19* Discussion/Action: Presentation by Lauren Scott with Apollo Bionergy on utilization of bio-mass.

20* Discussion/Action: Mike Baughman on feasibility of bio mass for A-1 Power, and update on bio-mass project.

21* Discussion/Action request from Mike Baughman to extend the contract for the Lincoln County Multi-Species Habitat Conservation Plan, this is a No Cost extension.

22* Discussion/Action on tax valuation on Mesquite landfill State Taxation audit letter.

23* Discussion/Action request from City of mesquite for Geographic Information Systems(GIS) mapping data.

24* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action regarding approval of Statutory Worksheet for the environment on the Two Way Radio Communications System.
c) Discussion/Action regarding Finding of Exemption for Communication Tower Project.
d) Discussion/Action regarding Level of Environmental Review Determination for the Communication Tower Project.
e) Discussion/Action regarding contract with Pearson Brothers Construction for work at the Alamo Rodeo Grounds in the amount of $571,089.40.
f) Discussion/Action regarding contract with Pearson Brothers Construction for work at the Alamo Children’s Park in the amount of $150,547.00.
g) Discussion/Action regarding the Community Development Block Grant application for the Rural Nevada Development Corporation which Lincoln County is sponsoring.
h) Discussion/Action regarding contract with University Nevada Las Vegas (UNLV) for environmental work to be done on the Echo Park project.

25* Lincoln County Nuclear Oversight Program
a) Program Update by Vaughn Higbee and Connie Simkins -may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion led by Dr. Mike Baughman on Atomic Safety and Licensing Board order December 8, 2010 regarding Safety Evaluation Report Volume 3 and schedule for deciding outstanding Phase One legal issues.
c) Discussion/Action request for two persons to travel to Aiken South Carolina to attend the January 6 and 7, 2011 meeting of Blue Ribbon Commission.
d) Discussion/action request for two person to attend the annual conference of Energy Communities Alliance in Washington DC on February 17 and 18, 2011.

26* Building/Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action: Planning Department Fee Schedule to address implementation and agreements with the Title 15 Administrator and related duties.
c) Discussion/Action: Setting Public Hearing date for the Lincoln County Public Lands Policy Plan and the Lincoln County Open Space and Community Lands Plan.
d) Discussion/Action: Lincoln County Special Events Policy Introduction. Setting of Possible date for Public Hearing.

27* Presentation/Approve/Deny FY 2009/2010 Audit by Dan McArthur.

28 Update: Solar Legislation.

29 Public Comment. (All public comment will be limited to five minutes per individual).

30* Adjourn.
