All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2* Reorganize Board of Commissioners and reassign areas of responsibility.

CONSENT AGENDA

3* Approve/Deny minutes of the December 20, 2010 regular Commission Meeting.

4* Approve/Deny Changing of the January 17, 2011 meeting to January 18, 2011 due to the holiday.

5* Approve/Deny agreement between Lincoln and Clark Counties for the placement of the Communication Tower equipment.

6* Approve/Deny administrative match for the Pioche Public Utility Sewer Replacement project grant application to Community Development Block Grant Program.

7* Approve/Deny administrative match for the Grover C. Dils Hospital Rehabilitation Building grant application to Community Development Block Grant Program.

8* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

9* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

15 Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

16* Discussion/Action regarding Radification of Declaration of Emergency and Request to Governor to Proclaim a State of Emergency in Caliente because of flooding.

17* Discussion/Action: Approve and sign lease agreement for the purchase of new patrol vehicles.

18* Approve/Deny the appointment of Dixie Scarbro to the Hospital Board of Trustees to represent Alamo District E.

19 Discussion by Chris Armstrong for C&O Holdings about Annexation issues related to the Lincoln Highlands Project, and plan for future cooperation and discussion.

20* Approve/Deny letter to Department of Taxation in response to Mesquite Landfill.

21 Presentation and Update by Jeff Fontaine with Nevada Association of Counties (NACO).

22* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action regarding grant application to Community Development Block Grant (CDBG) for work on Lacour Street sewer.
c) Discussion/Action regarding grant application to CDBG for a building for the Grover C. Dils Hospital for a rehab center.
d) Discussion/Action regarding grant from Joint City County Impact Alleviation Committee (JCCIAC) for Resource Concepts to update the Solid Waste Plan.
e) Discussion/Action regarding extension of the contract for Resource Concepts for the Southwestern Willow Flycatcher Mitigation Bank Project until February 28, 2011.
f) Discussion/Action regarding extension of the contract for Resource Concepts for the Open Space Plan until April 30, 2011.
g) Discussion/Action regarding purchase of an ambulance and creation of a purchase order.

23* Lincoln County Nuclear Oversight Program
a) Program Update by Vaughn Higbee and Connie Simkins -may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action approve Contract Change Order #1 dated 12/21/2010 to add Tom Beck to list of consultants as President, and extend the term of this agreement to February 15, 2011.
c) Discussion/Action selection of persons to attend the annual Energy Communities Alliance meeting in Washington DC on February 17 and 18, 2011.

24* Building/Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action concerning certified letter received from Bureau of Land Management concerning ranking of priority and/or additions to list for other properties for Direct Sales and/or Modified Competitive Sale.

25 Update: Solar Legislation.

26 Public Comment. (All public comment will be limited to five minutes per individual).

27* Adjourn.
