All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of December 20, 2010 regular Commission Meeting, December 22, 2010 Emergency Meeting and January 3, 2011 regular Commission Meeting.

3* Approve/Deny appointment of Dan McArthur as independent auditor for Fiscal Year 2010-2011.

4* Approve/Deny the appointment of Bill Lloyd to the Board of Equalization as a member at large.

5* Approve/Deny: Human Services to use fundraiser money to purchase needed equipment.

6* Approve/Deny: Letter of support for Mary Jean Lucht, Public Health Nurse.

7* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

8* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

12 Emergency Management
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

13* Discussion/Action: Resolution designating Lincoln County Water District and/or its staff to represent Lincoln County as its agent on water issues.

14* Discussion/Action: Appointment of Commissioner/Commissioners to replace seats vacated by Commissioner Ronda Hornbeck for the following: Tri-County Weed District, Pinion/Juniper Partnership, Archeological Resource Committee, Cooperative Agent Status for Southern Nevada Water Authority, Cooperating Agent Status for Southwest Intertie Project (SWIP) North and South LS Power and NV Energy,Toquop Power Sithe, Soil Conservation, and Habitat Conservation Plan (HCP) Committee.

15* Approve/Deny: Transfer of funds from the Pioche Town BI&R Fund to the Pioche Public Utilities Water Capital Improvement Fund in the amount of $30,000.00.

16* Approve/Deny: Transfer of funds from the Pioche BI&R Fund to the Pioche Public Utilties Sewer Capital Improvement Fund in the amount of $11,900.00.

17 Presentation from the Alamo Future Farmers of America (FFA) debate team.

18* Approve/Deny/Sign Lincoln County Sheriff’s Office Dispatchers Contract.

19* Discussion/Action: Appointment of Keith Larson to the Lincoln County Regional Transportation Commission.

20* Approve/Deny letter to Department of Taxation in response to Mesquite Landfill.

21* Discussion/Action acceptance of applications for Ambulance Administrator, set date for interviews and formation of a hiring committee.

22* Discussion/Action: Hiring of Theresa Liedlich for the position of Deputy District Attorney with a starting annual salary of $55,000.00, plus benefits.

23* Discussion/Action: Set limits and criteria for Request for Qualifications to complete the Hazard Mitigation Plan Update, not to exceed $10,000.00.

24* Discussion/Action: Approval of posting and advertisement for the Position of Administrator of the Southeastern Lincoln County Habitat Conservation Plan (SLCHCP), and approval of the process for review of applications received in response to the position announcement.

25* Discussion/Action: Recommendation from the SLCHCP Implementation and Monitoring Committee to accept a proposal from Cardno Entrix to prepare a Road, Trails and Fencing Plan for the Lincoln County Land Act area for a cost not to exceed $47,000.00, and to approve the Client Master Agreement between Lincoln County, Nevada and Cardno Entrix to complete said plan for a cost not to exceed $47,000.00

26* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action regarding Point in Time Homeless count in Lincoln County.

27* Lincoln County Nuclear Oversight Program
a) Program Update by Vaughn Higbee and Connie Simkins -may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action proposed Lincoln County position on Solar Energy Projects with priority location by invitation on private land as pilot demonstration project.
c) Discussion/Action proposed letter to Department of Energy Nuclear Energy Washington DC re: need for Affected Units of Local Government funding to conduct monitoring of Yucca Mountain related activities.
d) Discussion/Action travel expenses for two people to attend Blue Ribbon Commission meeting January 26, 2011 tour of Waste Isolation Pilot Plant (WIPP), January 27, 2011 in Carlsbad, New Mexico and January 28, 2011 in Albuquerque, New Mexico.
e) Discussion/Action on Memorandum of Agreement between Lincoln County and Lincoln County Regional Development regarding Department of Energy procurement and Economic Impact Monitoring update.

28* Building/Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action: Setting of a Public Hearing date for a Resolution adopting the Lincoln County Public Lands Plan.
c) Discussion/Action: Introduction and possible setting of a public hearing date for an ordinance establishing permit policy, fees, and procedures for special events throughout Lincoln County and providing exemptions from such fees and procedures.
d) Discussion/Action: Introduction and possible setting of a Public Hearing date for an Ordinance amending Section 2 of Chapter 2 of the Lincoln County Code to allow the Board of Lincoln County Commissioners to exclude or amend provisions or requirements of the international codes adopted in 2001 from time to time by resolution.

29 Public Comment. (All public comment will be limited to five minutes per individual).
