1* Call to order; Roll call; Invocation; Pledge of Allegiance.

CONSENT AGENDA

2* Approve/Deny minutes of the January 3, 2011and January 18, 2011 Regular Commission Meetings.

3* Approve/Deny Changing of the February 21, 2011 meeting to February 22, 2011 due to the holiday.

4* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

5* Discussion/Action: Reimbursement of $427.68 to Commissioner Elect Kevin Phillips for trip to the Economic Development Conference on December 2, and December 3, 2010.

6* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

7 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

b) Discussion/Action regarding posting of the temporary position for the Hazard Mitigation Plan Update.
c) Approve/Deny purchase of sand bags not to exceed $5,000.00

13 Discussion possible uses of the vacated Panaca Elementary Building presented by Mrs. Holton, Lincoln County School District Superintendant.

14 Update on Freedom 4 Wheeler Event to be held in Panaca.

15* Discussion/Action: Hiring of Melissa Rowe as Ambulance Administrator.

16* Discussion/Action: Hiring of Ann Smith as Emergency Medical Technician Trainer.

17 Presentation by Sarah Adler of United States Department of Agriculture (USDA),
Concerning the Nevada Pinyon-Juniper Partnership Demonstration Area.

18 Presentation by Sarah Adler of USDA, concerning present programs and services of USDA Rural Development.

19* Discussion/Action: Adoption of a Resolution of the Board of Lincoln County Commissioners encouraging the congress of the United States to amend the Lincoln County Land Act and the Lincoln County Conservation, Recreation and Development Act to enable land sale proceeds to be expended by the Bureau of Land Management (BLM) to plan, permit, administer, implement and monitor Pinyon-Juniper dominated landscape restoration projects consistent with the Ely Resource Management Plan.

20 Discussion possible amendments to Section 3 of the Personnel Policy concerning Hiring Practices.

21* Discussion/Action: Resolution supporting Bill Draft Request 40-648, making Methamphetaime precoursers prescription only.

22 Discussion of Letter from the Nevada State Department of Taxation to be read into the minutes concerning the medium-term obligation not to exceed $85,000.00, to purchase three patrol vehicle for the Sheriff’s Department.

23* Approve/Deny letter to Department of Taxation in response to Mesquite Landfill.

24* Discussion/Action: Hiring of replacement Part-time office clerk for the Pioche Public Utilities. Starting wage to be set at $13.73 an hour.

25* Discussion/Action: Change of Commissioners Responsibilities, removing Kevin Phillips from the Rural Transportation Commission and appointing Paul Donohue to the board.

26* Approve/Deny Thank You letter to the Paharanagat Valley Future Farmers of America Debate team for presentation made on January 18, 2011.

27* Discussion/Action: Possible broadcasting of Commissioner Meetings on to the internet, and funding for the purchase of camera’s and a laptop computer.

28* Grants Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other
relevant information for the Commission.
b) Discussion/Action regarding Change Order for additional work at the Alamo Rodeo Grounds, not to exceed $37,270.00.
c) Discussion/Action regarding grant from Joint City County Impact Alleviation Committee in the sum of $26,400.00 to the Lincoln County Planning Department for the backup system for the GIS system.

29* Lincoln County Nuclear Oversight Program
a) Program Update by Vaughn Higbee and Connie Simkins -may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
b) Discussion/Action approval of letter to Colonel Montgomery, Nellis Air Force Base, supporting site specific solar energy projects.
c) Discussion/Action: Approve a Resolution/Letter opposing Interior Secretarial Order 3310, for the BLM to designate “Wild Lands” without Congressional approval.
d) Discussion/Action: Request for Connie Simkins to travel to Washington DC to observe the US Court of Appeals hearing regarding the withdrawal of the License Application for Yucca Mountain and the cancellation of the project on Tuesday March 22, 2011.
e) Discussion/Action: Approval of a time only extension until March 31, 2011 of the agreement between Lincoln County and The Beck Group for the preparation of a biomass feasibility study.
f) Discussion/Action: Resolution of support for the Nevada Pinyon-Juniper Partnership.
g) Discussion/Action: Approval of proposed talking points for Solar Draft PEIS public meetings and assign various Lincoln County Commissioners to possibly attend sessions in Las Vegas, Goldfield, Caliente and Cedar City, Utah.

30 Building/Planning Department
a) Department Update-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

31 Public Comment. (All public comment will be limited to five minutes per individual).

32* Adjourn.
