All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2* Approve/Deny minutes of the January 18, 2011 and February 7, 2011 Regular Commission Meetings.
3* Approve/Deny general letter to various agencies and contacts regarding replacement of Grants Administrator.
4* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
5* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
6 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
7 Board of Highway Commissioners: Under Separate Agenda.
8 Lincoln County Fire District: Under Separate Agenda.

10 Briefing by Peggy Roberts from AECom concerning the Transwest Express transmission project.
11* Discussion/Action pertaining to the use of Dumpsters at Beaver Dam and the cleanup of the garbage that blows during transportation and collection.
12* Approve/Deny Local Emergency Planning Committee (LEPC) submission for State Emergency Response Commission (SERC) grant in the amount not to exceed $30,000.00.
13* Discussion/Action: Public Hearing to Adopt by Resolution the Lincoln County Public Lands Plan.
14 Presentation by Laura Au-Yeung with University of Nevada Cooperative Extension pertaining to the RADON program, and the test kits that are available for county wide use.
15* Discussion/Action regarding advertising for a Pioche Public Utility maintenance position with pay not to exceed $10.00 dollars an hour.
16* Discussion/Action regarding advertisement for summer help, to include lifeguards and outside help for the Town of Pioche and Pioche Public Utilities.
17* Discussion/Action regarding letters to Congressional Delegation in support of funding for Community Services Block Grant.
18* Discussion/Action regarding letters to Congressional Delegation in support of funding for Community Development Block Grant.
19* Discussion/Action regarding issuance of Change Order to Sunrise Engineering for the Detention Center not to exceed $25,500.00 for construction management.
20* Discussion/Action regarding letters and signature certifications if needed to: Community Development Block Grant, Department of Business & Industry, Southern Nevada Public Lands Management Act, Nevada Department of Energy, and Community Services Block Grant regarding replacement of Grants Administrator.
21* Discussion/Action regarding Welfare Set-Aside funding agreement from January 1, 2011 thru June 30, 2012 in the amount of $6,000.00.
22* Discussion/Action regarding grant from Joint City County Impact Alleviation Committee in the sum of $11,300.00 to the Lincoln County Planning Department for the Gnomon GIS Contract.
23* Discussion/Action regarding awarding of contract for Courthouse Mechanical Improvements HVAC Equipment upgrade.
24* Discussion/Action regarding awarding of contract for Detention Center Mechanical Improvements HVAC Equipment upgrade.
25* Discussion/Action regarding awarding of contract for Detention Center Efficiency Improvements Insulation.
26* Discussion/Action: Send written notice pursuant to NRS 260.101 on or before March 1, 2011 to Nevada State Public Defender to terminate current contract with Nevada State Public Defender in which County receives indigent defense services and other services per the contract.
27* Discussion/Action: Contract with Richard Sears, Kirsty Pickering and Dylan Frehner for 4 year term to provide indigent defense services and other services to the County as set forth in the proposed contract documents.
28 Presentation by Carol Bass of the Ely Bureau of Land Management (BLM) District Office on Southern Nevada Public Land Management Act (SNPLMA), Lincoln County Lands Act (LCLA), and Lincoln County Conservation Recreation Development Act.
29 Lincoln County Nuclear Oversight Program update by Vaughn Higbee and Connie Simkins-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
30* Discussion/Action approval of letter to Colonels at Nellis Air Force Base, supporting site specific solar energy projects.
31 Update by Connie Simkins on Solar projects - may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
32* Discussion/Action: Proposal to negotiate land trade between Lincoln County-Panaca Pioneer Park and Panaca Farmstead Association, in regard to property adjacent to the park and property located near the Panaca Transfer Station.
33* Discussion/Action: Setting of a Public Hearing date for a Resolution adopting the Lincoln County Open Space and Community Lands Plan.
34* Discussion/Action concerning letter from the Nevada State Conservation Commission, asking for help and support to express your opinion about the proposed elimination of the State Conservation District.
35 Acknowledgement of parcels maps from City of Caliente for annexation of properties. The City is using the alternative method for annexation and this is just to notify the Commission.
36* Discussion/Action: Action needed to Permanently Clean up the Alamo Dump Site.
37* Discussion/Action: Designation of funding for the clean up at the Alamo Dump Site.
38* Discussion/Action: Hiring of Melissa Rowe as Ambulance Administrator.
39* Discussion/Action: Hiring of Ann Smith as Emergency Medical Technician Trainer.
40* Discussion/Action: Approve a Resolution opposing Interior Secretarial Order 3310, for the BLM to designate “Wild Lands” without Congressional approval.
41* Discussion/Action: Funding for the purchase of a cameras and laptop computer to broadcast Board of Commissioners Meetings onto the internet.
42* Discussion/Action: Plan of the Board of County Commissioners to address issues that pertain to the Legislative Session - such as travel, testifying, and any other matters related to the legislature.
43 Public Comment. (All public comment will be limited to five minutes per individual).
