All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2* Approve/Deny minutes of February 22, 2011 Regular Commission Meeting.
3* Approve/Deny Tax Strike and Refund for Gerald & Carol Reese, et al, 012-040-17, house burned down. Assessed Value for remaining tax year $20,853, taxpayer owes $433.58 strike $612.20 refund amount of $178.62.
4* Approve/Deny: Acceptance of Grant Award from Aging and Disability Services Division in the amount of $7,490.00.
5* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
6* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
7 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
8 Board of Highway Commissioners: Under Separate Agenda.
9 Update concerning salaries paid, by contract, to the Road Supervisor and to the Assistant Road Supervisor.
10 Lincoln County Fire District: Under Separate Agenda.
11 Panaca Fire District: Under Separate Agenda.
12* Discussion/Action: Reassignment of the Commissioner over the Ambulance Service.
13* Discussion/Action: Public Hearing Special Events Policy.
14* Discussion/Action regarding awarding of contract for Detention Center Efficiency Improvements Insulation.
15* Discussion/Action regarding approval of Change Order #5 for Jim Wilkin Trucking, LLC for the Rail City Linear Park Improvement Project in the amount of $626,543.66, along with an extension of contract work thru July 1, 2011.
16* Discussion/Action: Contract with Richard Sears and Dylan Frehner for 4 year term to provide indigent defense services and other services to the County as set forth in the proposed contract documents.
17* Discussion/Action: Organization and funding of the Public Lands Use Advisory Committee.
18* Discussion/Action: Extension of Ordinance #2006-06. This is an ordinance pursuant to NRS 387.329, 387.331 and 387.332 to impose a residential construction tax on the privilege of constructing apartment houses and residential dwelling units and developing lots for mobile homes in the Coyote Springs and the amount of the residential tax at one thousand and six hundred dollars ($1,600.00); to define terms; to set administrative costs and other matters properly relating thereto. And writing of a letter to the Tax Commission pertaining to this ordinance.
19* Discussion/Action: Proposal to take over ownership of the vacated Panaca Elementary
20* Discussion/Action: Recommendation from the Southeastern Lincoln County Habitat Conservation Plan (SLCHCP) Implementation and Monitoring Committee to hire Ronda Hornbeck as the SLCHCP Administrator from March 1, 2011 – February 28, 2012 not to exceed 1039 hours, and not to exceed $40,000.00 for the year.
21* Discussion/Action: Approval to accept contract Change Order #1 to provide a No Cost Extension through May 31, 2011, between Lincoln County and Intertech Services Corporation for Interim SLCHCP Administrator Services.
22* Discussion/Action: Recommendation from SLCHCP to enter into an Independent Contractor Agreement with Cordno Entrix to prepare a Road, Trails and Fencing Plan for the Lincoln County Land Act area for a cost not to exceed $47,000.00.
23 Lincoln County Nuclear Oversight Program update by Vaughn Higbee and Connie Simkins-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
24* Discussion/Action: Lincoln County comments to the Draft Programmatic Environmental Impact Statement for Solar Energy Development in Six Southwestern States.
25* Discussion/Action:Extension of Basin Engineering Corporation contract to June 30, 2011.
26* Discussion/Action: Introduction and possible setting of a Public Hearing date for an ordinance amending Section 1 of Chapter 2 of the Lincoln County code to allow the Board of Lincoln County Commissioners to exclude or amend provisions or requirements of the International Codes adopted in 2001 from time to time by resolution.
27* Discussion/Action: Approval to rent (2) portable restrooms at the cost of $200.00 for Rachel Days; payable from Buildings and Grounds.
28* Discussion/Action: Approval of Yucca Chuckers Hell’s Half Acre race to be held March 26, 2011.
29* Discussion/Action: Setting of a Public Hearing date for a Resolution adopting the Lincoln County Open Space and Community Lands Plan.
30* Discussion/Action: Possible amendment to the Public Lands Policy Plan concerning Solar Energy Development.
31* Discussion/Action: Request from the District Attorney’s Office to have the Attorney General’s Office investigate and prosecute a conflict case.
32* Discussion/Action: Schedule a meeting date between Teamsters representatives, Commissioners and District Attorney to negotiate with collective bargaining units (Clerical, Dispatchers, and Roads).
33* Discussion/Action: Lease renewal with the Bureau of Land Management for the dump site in Alamo and funding for the development of a Post Closure Plan required with the lease.
34* Discussion/Action: Approve a Resolution opposing Interior Secretarial Order 3310, for the BLM to designate “Wild Lands” without Congressional approval.
35* Discussion/Action: Funding for the purchase of cameras and a laptop computer to broadcast Board of Commissioners Meetings onto the internet.
36* Discussion/Action: Plan of the Board of County Commissioners to address issues that pertain to the Legislative Session - such as travel, testifying, and any other matters related to the legislature.
37 Public Comment. (All public comment will be limited to five minutes per individual).
