Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2* Approve/Deny minutes of the March 7, 2011 Regular Commission Meetings.
3* Approve/Deny signing of an Inter-local contract between Lincoln County and the Nevada Department of Health and Human Services for the County match program (for long-term care patients).
4* Approve/Deny a Grant Award from High Desert Resource Conservation & Development in the amount of $666 for trees and necessary irrigation for the Alamo town.
5* Approve/Deny Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
6* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
7 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
8 Board of Highway Commissioners: Under Separate Agenda.
9 Discussion/Action: Approval of letter from the Bureau of Land Management (BLM) on a Voluntary Administrative Settlement Agreement for unauthorized road widening.
10* Discussion/Action: Fiscal Year 2011-2012 funding for the Building and Planning Departments with the use of Coyote Springs Transmission Utility Corridor Relinquishment Funds and Habitat Conservation Plan (HCP) funds.
11* Discussion/Action: Fiscal Year 2011-2012 funding of one half of a Sheriff’s Deputy with the use of Coyote Springs Transmission Utility Corridor Relinquishment Funds.
12* Discussion/Action: Fiscal Year 2011-2012 partial funding of the Lincoln County Dispatchers with the use of Coyote Springs Transmission Utility Corridor Relinquishment Funds.
13* Discussion/Action: Possible funding for a 7 member Public Lands Commission through the HCP or other funding sources.
14* Discussion/Action: Funding for a Part time Building Inspector for the Alamo and Southern Lincoln County area, out of the Coyote Springs Transmission Utility Corridor Relinquishment Funds and Habitat Conservation Plan (HCP) funds.
15* Discussion/Action: A letter addressed to the BLM requesting funds from the HCP and Coyote Springs Transmission Utility Corridor Relinquishment be designated and the time frames associated with the disbursement of funds.
16 Lincoln County Fire District: Under Separate Agenda.
17* Discussion/Action: Recommendation for hiring of Pre-Disaster Mitigation Plan person as advertised.
18 Panaca Fire District: Under Separate Agenda.
19* Discussion/Action: Pioche Town Rate Increase of $1.00 dollar for Water Capital Improvements.
20 Discussion/Action: Pioche Town Rate Increase of $1.00 dollar for Sewer Capital Improvements.
21* Public Hearing for the Lincoln County Open Space Plan and Community Lands Plan.
22* Discussion/Action: Application for a grant to Office of Criminal Justice in the amount not to exceed $60,000.00 for the purchasing of equipment, no match is required.
23* Discussion/Action: Hiring of a part-time investigator for the STOP Domestic Violence Grant from the Nevada Attorney General’s Office.
24 Update/Presentation to the County Commissioners on the activities of University of Nevada Cooperative Extension.
25* Discussion/Action: Regarding recommendation to award contract for Detention Center Efficiency Improvements Insulation to Skyline Roofing, Inc. in the amount of $73,587.00.
26* Discussion/Action: Independent contractor Agreement with Sunrise Engineering, Inc. for the Park Upgrades Grant (Panaca & Rachel Parks).
27* Discussion/Action: Amendment No. 1 to the Contract for Engineering and Technical Services from Sunrise Engineering on the Rail City Linear Park Improvements for an additional budgeted amount of $46,000.00.
28* Discussion/Action: Signing of contract between Lincoln County and S & S Mechanical Contractors for work on the Detention Center in the amount of $133,214.00.
29* Discussion/Action: Signing of contract between Lincoln County and Mesquite Electric for work on the Lincoln County Courthouse in the amount of $105,152.00.
30* Discussion/Action: Regarding letter of financial support for the 2 Way Radio Communications Tower, funded by Community Development Block Grant.
31* Discussion/Action: Request from the Lincoln County High School Rodeo Club to use the Lincoln County Fairgrounds and to allow contestants and their families to camp at the grounds on April 8-9, 2011
32 Lincoln County Nuclear Oversight Program update by Mike Baughman and Vaughn Higbee-may include but not limited to; meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
33* Discussion/Action: Contract Change Order #1 for The Beck Group regarding the preparation of the Lincoln County Pinyon Juniper biomass Energy Generation Feasibility Report. This is a No Cost Extension through April 30, 2011.
34* Discussion/Action: Recommendation of relative wage for the Southern Lincoln County HCP Administrator, Ronda Hornbeck.
35* Discussion/Action: Repair and finding funding for repairs of the County owned stair- cases located in Pioche, by the Silver Café and by the Telephone Company.
36* Discussion/Action: Approve a Resolution opposing Interior Secretarial Order 3310, for the BLM to designate “Wild Lands” without Congressional approval.
37* Discussion/Action: Changes in the agreement with Recology to allow for residents to be able to recycle certain items.
38* Commissioners Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
39 Public Comment. (All public comment will be limited to five minutes per individual).
