1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2* Approve/Deny minutes of the May 2, 2011, May 16, 2011 Regular Commission Meetings and the May 31, 2011 Budget Meeting.
3* Approval/Signature regarding Audit/Disallowed Cost Certification for Community Development Block Grant regarding Alamo Sewer Phase II, grant number 03/010.
4* Approve/Deny moving of the July 4, 2011 regular meeting to July 5, 2011 due to Holiday.
5* Approve/Deny the hiring of Pool Lifeguards for Pioche Town.
6* Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
7* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
8 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
9 Board of Highway Commissioners: Under Separate Agenda.
10* Public Hearing on a Resolution to Augment Budget for the following:
- Legal Services $200;
- Ambulance Fund $16,000;
- Solid Waste $20,000;
- Lincoln County Planning Fund $12,000;
- Airport Fund $1,500;
- General County $221,378.
11 Lincoln County Fire District: Under Separate Agenda.
12* Public Hearing to Adopt the Lincoln County Solid Waste Management Plan.
13* Discussion/Action: Direction to the Lincoln County Treasurer concerning property that is taken for tax deed and the sale of the property.
14* Discussion/Action: Proposal and Setting of Public Hearing of an Ordinance Modifying Section 13-5-2 “Membership” under the Lincoln County Planning and Development Code.
15* Discussion/Action: Approval of Interlocal Agreement/Contract between Lincoln County Sheriff’s Office and the Nevada Department of Information Technology for radio rack space at Highland peak.
16 Quarterly Jail Tour.
17* Discussion/Action: Approve-Deny the Panaca Elementary 6th Grade sponsored Combined Half Marathon and 10k Run scheduled for July 2, 2011.
18* Discussion/Action: Approve-Deny the Groundshakers-Motorcycle Racing Association of Nevada (MRAN) Caliente Grand Prix scheduled for July 2, 2011.
19* Discussion/Action: Processing of Bureau of Land Management (BLM) Rights-of-Way for the Hiko, Beaver Dam, Dry Valley, Rachel, Mt. Wilson and Eagle Valley transfer station sites.
20* Discussion/Action: Processing of the Patent on the Alamo Transfer Station site.
21* Discussion/Action: Identify and nominate up to approximately 3,000 acres of lands located in Lincoln County for disposal by the BLM/ per Lincoln County Conservation Recreation and Development Act (LCCRDA) 2004 and the BLM Ely District Resource Management Plan (RMP), 2008. Nominated acreage is to be submitted to the BLM for processing and released through competitive sale.
22* Discussion/Action: Lincoln County Advisory Board to Manage Wildlife (CABMW) update.
23* Discussion/Action: Approval of 2011 Heritage Trust Funding in the amount of $60,000 to be administered by the County for the CABMW.
24* Discussion/Action: Approval of Addendum to Gnomon contract dated July 19, 2010.
25 Update from the Habitat Conservation Plan administrator on mitigation projects.
26* Discussion/Action: Memorandum of Agreement between BLM and Lincoln County regarding Establishment, Protection, Maintenance and Monitoring of Southwester Willow Flycatcher habitat sites within the Meadow Valley Wash area of Lincoln County.
27* Discussion/Action: Acceptance of a report entitled, “Characterization of the Potential Positive Economic Impacts Associated with Development and Operation of the Yucca Mountain Repository System, Including Transportation” prepared by the Lincoln County Regional Development Authority.
28* Nuclear Oversight Program Update: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
29* Discussion/Action: Approval of a Contract with Sanborn in the amount of $64,747.00 for flight of Lincoln County 638 tiles of orthophotos.
30* Discussion/Action: Approval of Contracts by the Lincoln County Nuclear Oversight Program with: Robison/Seidler, Paul Seidler, $190,000; Intertech Services, Dr. Mike Baughman, $160,000.00; Core Geo Data, Jason Pitts, $50,000.00; Bret Whipple, Attorney at Law, $40,000.00; Resource Concepts, John McLain, $25,000.00.
