All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2* Approve/Deny minutes of the June 20, 2011 Regular Meeting.
3* Approve/Deny acceptance of Grant and Cooperative Agreement with the Bureau of Land management for a time extension of the Southeastern Lincoln County Habitat Conservation Plan to 7/13/2013.
4* Approve/Deny Grant award from Community Service Block Grant (CSBG) in the amount of $50,487.00.
5* Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
6* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
7 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
8 Board of Highway Commissioners: Under Separate Agenda.
9* Lincoln County Liquor & Gaming Board: Under Separate Agenda.
10 Lincoln County Fire District: Under Separate Agenda.
11* Continuation of a Public Hearing to Adopt the Lincoln County Solid Waste Management Plan.
12* Discussion/Action: Direction to the Lincoln County Treasurer concerning property that is taken for tax deed and the sale of the property.
13* Discussion/Action: A Resolution adopting Tax Rates for the 2011-2012 fiscal year.
14* Discussion/Action: Fiscal impacts of the 2011 Nevada Legislature’s actions to transfer some Health, Juvenile, Child Support, and Child Protection services and Parole and Probation pre-sentence investigation reports or costs of those services to Lincoln County in the amount of approximately $92,000 and Lincoln County’s plan of action to “opt out” of the services, pay for the services, or self-administer such services.
15 Quarterly Jail Tour.
16* Discussion/Action: Appointment of new Pioche Town Board Member.
17* Discussion/Action: Airport Board request to spend $800 for a consultant for a grant.
18* Discussion/Action: Awarding of a contract for the Million Dollar Courthouse grant project.
19* Discussion/Action: Awarding of a contract for the Lincoln County Park Upgrade (Rachel & Panaca) grant project.
20* Discussion/Action: Sheriff’s Office negotiations and Amendment to the Collective Bargaining Agreement with the Association.
21* Discussion/Action: Approve/Deny the combined extension agreement with the Teamsters Local 14 collective bargaining units, which extends the current agreements for one fiscal year at current wages and promises no layoffs.
22* Discussion/Action: Funding for 2011 Special Election.
23* Discussion/Action: Cooperative Agreement between Lincoln County and the Seventh Judicial District Court.
24* Discussion/Action: Adoption of the Cooperative Agreement with the Department of Transportation regarding the new Panaca Shared-Use Path.
25* Discussion/Action: Status/Changes to the Lincoln County Personnel Policy as adopted in April 2010.
26* Discussion/Action: Lincoln County Commission comment letter re: Wilson Creek Wind Project for the July 13, 2011 scoping hearing in Pioche.
27 Commissioners Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
28 Public Comment. (All public comment will be limited to five minutes per individual).
