All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2* Approve/Deny minutes of the July 5, 2011 Regular Meeting.
3* Approve/Deny accepting Grant and Cooperative Agreement for Pioche Park Phase II in the amount of $925,500.00. No match required
4* Approve/Deny Notification of Grant Award from Aging and Disability Services Division for transportation in the amount of $11,010.00. No match required.
5* Approve/Deny Intrastate Interlocal Contract for Public Health and Clinical Services. This is a cost of $2,281.00 per month with a total contract not to exceed $27,372 per Fiscal Year, for a total of $54,744.00 for the two year period.
6* Approve/Deny Notification of Grant Award from the Aging and Disability Services Division Homemaker in the amount of $37,200.00. Required match of $5,106 from the Payment in Lieu of Taxes (PILT) fund.
7* Approve/Deny payment to Quad State Local Governments Authority in the amount of $1,432.00 for Fiscal Year 2011/2012
8* Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
9* Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
10 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
11 Board of Highway Commissioners: Under Separate Agenda.
12* Discussion/Action: Fire Truck acquired from Nevada Test Site.
13 Lincoln County Fire District: Under Separate Agenda.
14 Panaca Fire District: Under Separate Agenda.
15* A Public Hearing to Modify Section 7-2-1 of the Lincoln County Code “Curfew Hours Designated”, which proposes to set juvenile curfew hours to between 10:00 pm and 5:00 am on weekdays and between 12 am and 5 am on weekends.
16 Update by Ken Brown from Western County Alliance on Public Land Issues.
17* Discussion/Action: Approval of grant match funds in the amount of $3,770.00 from Fund 12. For a Paratransit Mini Van from Nevada Department of Transportation.
18* Discussion/Action: Either stipulate with Mesquite and C & O Holdings, LLC to continue the stay on legal proceedings for continued negotiation or allow the stay to expire and proceed with litigation.
19* Discussion/Action: Resolution providing for the transfer of the County’s 2011 Private Activity Bond Cap to the Nevada Rural Housing Authority; and other matters related thereto.
20* Discussion/Action: Signing of Certificate of Transfer of Volume Cap in the amount of $177,777.70.
21* Discussion/Action: Fiscal impacts of the 2011 Nevada Legislature’s actions to transfer some Health, Juvenile, Child Support, and Child Protection services and Parole and Probation pre-sentence investigation reports or costs of those services to Lincoln County in the amount of approximately $92,000 and Lincoln County’s plan of action to “opt out” of the services, pay for the services, or self-administer such services.
22* Discussion/Action: Consideration of Addendum to Contract with Sanborn concerning Orthophotos.
23* Discussion/Action: Approval to sell the Lincoln County Courthouse Boiler.
24* Discussion/Action: Approval to sell the 2000 Ford Taurus sedan.
25* Discussion/Action: Adoption of the Cooperative Agreement with the Department of Transportation regarding the new Panaca Shared-Use Path.
26* Discussion/Action: Status/Changes to the Lincoln County Personnel Policy as adopted in April 2010.
27 Commissioners Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.
28 Public Comment. (All public comment will be limited to five minutes per individual).
