Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

2* For Possible Action: Approve/Deny minutes of the July 5, 2011 and July 18, 2011 Regular Meetings.

3* For Possible Action: Approve/Deny Community Development Block Grant (CDBG) Certification Letter.

4* For Possible Action: Approve/Deny Approval of Change Order #1 for Sunrise Engineering on Million Dollar Courthouse in the amount of $6,500.00.

5* For Possible Action: Approve/Deny Tax Strike Gerald & Carol Anne Reese,
APN:12-040-17; 50,874 Assessed, House burned down removed assessed value.

6* For Possible Action: Approve/Deny Change Order #2 for the Lincoln County Courthouse Energy Retrofit grant to Mesquite Electric in the amount of $9,000.00.

7* For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

8* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

9 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

10 Board of Highway Commissioners: Under Separate Agenda.

11* For Possible Action: Letter to Governor disagreeing with AB59.

12* For Possible Action: Procedure for delegating tasks that are initiated during Commission meetings.

13 Lincoln County Fire District: Under Separate Agenda.

14* For Possible Action: Public Hearing to Approve and Adopt an Ordinance amending section 13-5-2 “Membership” under the Lincoln County Planning & Development Code.

15* For Possible Action: Memorandum of Agreement (MOA) with Nye, Esmeralda, White Pine Counties in Nevada and Inyo County, California for the Environmental Protection Agency Brownfields Coalition Assessment Grant to conduct Environmental Site assessments and area-wide planning in support of renewable energy, transmission, and economic development in the vicinity of identified Brownfields sites. The signed MOA is a requirement of the grant award. There is no match required.

16* For Possible Action: Approve/Deny Intrastate Interlocal Contract for Public Health and Clinical Services. This is a cost of $2,281.00 per month with a total contract not to exceed $27,372 per Fiscal Year, for a total of $54,744.00 for the two year period.

17* For Possible Action: Contract with Armstrong Consultants, Inc. in the amount of $233,000 for the Alamo Landing Field.

18* For Possible Action: Acceptance of CDBG Grant for Lacour Street Sewer Repair in the amount of $90,200.00.

19* For Possible Action: Acceptance of CDBG for Rural Nevada Development Corporation (RNDC) Housing Rehabilitation in the amount of $90,000.00.

20* For Possible Action: Change Order #2 for Hardy Construction on Meadow Valley Wash Linear Park in the amount of $419,420.49 for gabion wall which replaces the rubble piles that were removed.

21* For Possible Action: Utilizing an additional $25,000 from the Payment in Lieu of Tax (PILT) fund for Million Dollar Courthouse not to exceed $25,000.00,.

22* For Possible Action: Possibility of using the 2000 Ford Taurus Sedan as a courtesy vehicle for the Lincoln County Airport in Panaca.

23* For Possible Action: Adoption of the Cooperative Agreement with the Department of Transportation regarding the new Panaca Shared-Use Path.

24* For Possible Action: Management of Lincoln County property located east of Hansen Street and adjacent to the sewer ponds in Panaca; which includes the flood control dike, transfer station area, and access trail.

25* For Possible Action: Approve/Deny the Lincoln County Fair Adventure Relay scheduled for August 6, 2011.

26* For Possible Action: Ratification of July 19, 2011 letter sent to the Bureau of Land Management director Bob Abbey by Chairman Tom Rowe regarding comments to April 21, 2011 Federal Register Notice Regarding Amended Proposed Withdrawal, Notice of Public Meetings, Partial Termination Effect; Arizona, California, Colorado, Nevada, New Mexico and Utah.

27 Nuclear Oversight Program Update: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

28* For Possible Action: Approve/Deny the final draft of the Lincoln County and City of Caliente Mulit-jurisdictional Hazard Mitigation Plan (HMP) to the State of Nevada Emergency Management Division for their approval and forwarding to the Federal Emergency Management Agency (FEMA) for their approval.

29* For Possible Action: Changes to the Lincoln County Personnel Policy concerning Travel Expenses Policy Changes.

30 Discussion about possible Changes to the Lincoln County Personnel Policy.

31 Commissioners Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

32 Public Comment. (All public comment will be limited to five minutes per individual).

33* Adjourn.
