Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 a.m.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approval of the July 18, 2011 and August 1, 2011 Regular Commission Minutes and the July 21, 2011 Special Meeting Minutes.

4* For Possible Action: Approve/Deny Interlocal Contract between Division of Health Care Financing and Policy(DHCPF), Division of Welfare and Supportive Services (DWSS) and Lincoln County specifically for the County match program.

5* For Possible Action: Approve/Deny contract with R Phillips Plumbing, LLC, in the amount of $9,800 to provide and install a water heater at the Detention Center.

6* For Possible Action: Approve/Deny the appointment of Spencer W. Hafen to the Panaca Town Board. Cheryl Wenner resigned as of June 30, 2011.

7* For Possible Action: Approve/Deny advertising and hiring of a replacement Homemaker in Alamo.

8* For Possible Action: Approve/Deny changing the September 5, 2011 Commission meeting to September 6, 2011 due to the holiday.

9* For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

10* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

11* For Possible Action: Designation of fund to do an inter-fund loan in the amount of $6,000 for the Airport Fund.

12* For Possible Action: Designation of fund to pay Division of Parole and Probation Billings for pre-sentence investigation reports.

13* For Possible Action: Approve/Deny a letter to Nevada Bank & Trust informing the bank that Gregory Barlow is no longer the Public Guardian or Public Administrator and that all accounts for the Public Guardian or Public Administrator should be placed in the control of Daniel Hooge the current Public Guardian and Public Administrator.

14 Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

15 Board of Highway Commissioners: Under Separate Agenda.

16* For Possible Action: Request from Harold Wittwer asking for a waiver of conditions imposed by the Planning Commission for graveling of a road accessing sub-divided parcels.

10:00 a.m.

17 Lincoln County Fire District: Under Separate Agenda.

18 Panaca Fire District: Under Separate Agenda.

19* For Possible Action: Letter from the Lincoln County Commission requesting funds in accordance with Title I, Section 103 of the Lincoln County Land Act and Lincoln County Conservation Recreation Development Act (LCCRDA).

11:00 a.m.

20 Presentation by Wendy Rudder of the Airport Authority Board concerning contract for Armstrong Consultants, Inc. in the amount of $233,000 for the Alamo Landing Field.

21* For Possible Action: Contract with Armstrong Consultants, Inc. in the amount of $233,000 for the Alamo Landing Field.

22* For Possible Action: Contract with Sunrise Engineering in the amount of $90,300.00 for the Engineering, Design, Bidding and Negotiating phases on the Pioche Park Phase II- Lower Park.

23* For Possible Action: Contract with Sunrise Engineering in the amount of $86,800.00 for the Engineering, Design, Bidding and Negotiating phases on the Lincoln County Fair and Rodeo Grounds.

1:00 p.m.

24 Update on ONE Nevada Transmission line construction, presented by Mark Sullivan from NV Energy.

25* For Possible Action: Drafting of Building Permit Ordinances.

26* For Possible Action: Approve/Deny the Bushwackers/Motorcycle Racing Association of Nevada (MRAN) Hare Scramble motorcycle race scheduled for September 17, 2011 North of Pioche.

27* For Possible Action: Hiring of Caliente Librarian at $8.25 an hour.

28* For Possible Action: Ratification of letter in support of a bridge at the Caliente Youth Center crossing and a letter agreeing to provide an in-kind or cash match for the bridge.

29* For Possible Action: Advertising of the 2000 Ford Taurus Sedan for sale.

30* For Possible Action: Adoption of the Cooperative Agreement with the Department of Transportation regarding the new Panaca Shared-Use Path.

31 Nuclear Oversight Program Update: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

32* For Possible Action: Lincoln County comment letter to the Blue Ribbon Commission on America’s Nuclear Future Draft Report to the Secretary of Energy.

33 Discussion about possible Changes to the Lincoln County Personnel Policy.

34 Commissioners Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

35 Public Comment. (All public comment will be limited to five minutes per individual).
