Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

  1. * Call to order; Roll call; Invocation; Pledge of Allegiance.

  2. Public Comment. (All public comment will be limited to five minutes per individual).

    CONSENT AGENDA

  3. * For Possible Action: Approval of the August 15, 2011 Regular Commission Minutes.

  4. * For Possible Action: Approve/Deny Advertising and Hiring of Replacement Food Server for Senior Nutrition in Alamo. Current Server has resigned.

  5. * For Possible Action: Acceptance of resignation letter from Jim Wilkin, asking to be released from the Lincoln County Airport Advisory Board..

  6. * For Possible Action: Approve/Deny the Lincoln County Investment Policy Statement from the Lincoln County Treasurer.

  7. * For Possible Action: Approve/Deny Tax Strike for John S. Henderson, APN: 1-240-50, 1,891 assessed, personal property removed.

  8. * For Possible Action: Approve/Deny Tax Strike for Marshall S. Ashcraft, Inc., APN:1-045-01, clerical error vacant land no improvements, 66,947 assessed.

  9. * For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

    REGULAR BUSINESS

  10. * For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

  11. * For Possible Action: Approve Resolution to do an inter-fund loan in the amount of $6,000 for the Airport Fund.

  12. * For Possible Action: Designation of fund to pay Division of Child and Family Services in the amount of $1,663.25 quarterly for a total of $6,653.00 a year, for the activities of the Youth Parole Bureau.

  13. Officer/Department Head Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

  16. * For Possible Action: Designation of fund for payment of $5,000 donation to Pinyon-Juniper Partnership.

  17. * For Possible Action: Designation of percentages for the Secure Rural School and Community Self-Determination Act (SRS) payment.

  18. * For Possible Action: Designation and Prioritization of land disposals in Lincoln County, specifically in the Alamo area.

  19. * For Possible Action: Appointment of new Pioche Town Board member.

  20. For Possible Action: Appointment of Vaughn Higbee to the Lincoln County Airport Authority Board to replace Tyler Mason.

  21. * For Possible Action: Approve/Deny list of Lincoln County Airport Authority Fees.

  22. * For Possible Action: Discussion regarding submitting for a Home Depot Community Impact Grant for materials only, for assistance with elderly residents of Pioche on necessary home repairs.

  23. * For Possible Action: Approve/Deny contract with University of Nevada Las Vegas for additional environmental work to be done on the Echo Park project in the amount of $2,700.00.

  24. * For Possible Action: Awarding of contract to Leslie & Associates for the Community Development Block Grant (CDBG) on the Lacour Street Sewer repair.

  25. * For Possible Action: Proposed projects for Southern Nevada Public Land Management Act (SNPLMA) Round 13.

  26. * For Possible Action: Acceptance of Alamo Landing Field grant.

  27. * For Possible Action: Acceptance of contract with Gnomon, Inc. for 15 maps that will be utilized in the Lincoln County Hazard Mitigation Plan. Contract not to exceed $2,216.00.

  28. * For Possible Action: Acceptance of Interlocal Agreement between Lincoln County and Coyote Springs General Improvement District.

  29. * For Possible Action: Proposed Utility Easements for the Alamo Sewer & Water District.

  30. Nuclear Oversight Program Update: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

  31. * For Possible Action: Request to travel (1) Energy Communities Alliance,
    September 13-16 in Washington, DC, for Commissioner Phillips and Commissioner Higbee estimated cost of $2,000 each. (2) Nuclear Waste Technical Review Board, September 12-14, in Salt lake City, Utah, for Mayor Larson with estimated cost of $1,000.

  32. Discussion about possible Changes to the Lincoln County Personnel Policy.

  33. Commissioners Reports: May include but not limited to, meetings attended, actions taken, contacts made, projects status, future needs arising since last meeting and other relevant information for the Commission.

  34. Public Comment. (All public comment will be limited to five minutes per individual).
