1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve/Deny minutes of the September 19, 2011 Regular Meeting and the September 28, 2011 Special Meeting.

4* For Possible Action: Approve/Sign Notification of Grant Award for Lincoln County Senior Services for Home Delivered Meals, in the amount of $67,010.00 with a $9,214.00 match.

5* For Possible Action: Approve/Sign Notification of Grant Award for Lincoln County Senior Services for Congregate Meals, in the amount of $25,118.00 with a match of $2,403.00.

6* For Possible Action: Appointment of Wade Poulsen to Debt Management (Bond) Commission.

7* For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

11* For Possible Action: Approve/Deny designation of fund and purchase of fax machine for Clerk’s office, not to exceed $350.00.

16* For Possible Action: Approve/Deny Southeastern Lincoln County Habitat Conservation Plan 2011 Annual Report and submittal to US Fish and wildlife for any additions or changes they may have.

17* For Possible Action: Approve/Deny Interlocal contract between Division of Health Care Financing and Policy (DHCPF), Division of Welfare and Supportive Services (DWSS) and Lincoln county specifically for the County Match program.

18* For Possible Action: Discussion/Action regarding advertisement/hiring of new Grant Administrator.

19* For Possible Action: Executing Change Order #1 for Jim Wilkin trucking on Park Upgrades(Panaca/Rachel) in the amount of $11,115.00.

20* For Possible Action: Executing final change order for Jim Wilkin Trucking on Rail City Linear Park in the amount of $9,075.10.

21* For Possible Action: Executing Notice of Award and Contract Documents for the Lincoln County Courthouse storm windows to mesquite Electric in the amount of $57,000.00.

22* For Possible Action: Executing Contract Documents for the Million Dollar Courthouse to WR Henderson in the amount of $340,000.00.

23* For Possible Action: Approve/Deny Shawn Frehner continuing to administer the Federal Aviation Association (FAA) Grants.

24* For Possible Action: Discussion/Action concerning the supervision of those who do the cleaning and maintenance at the Alamo Annex.

28 Update from Robison Seidler re: Congressional Funding for Yucca Mountain, Nevada National Security Site, and related nuclear waste and disposal topics.

29* For Possible Action: Compliance with Lincoln County Inventory and Disposal Polices of unusable and broken equipment purchased with Nuclear Oversight funds.

30* For Possible Action: Scope of Work and Funding Required to obtain and Encroachment Permit from Union Pacific Rail Road and Right-of-Way from Bureau of Land Management for reconstruction of the County Road down the Meadow Valley Wash.

31* For Possible Action: Discussion/Action on presentation from Dr. Mike Baughman of Lincoln County’s comments to the Blue Ribbon Commission Draft Report at the October 28, 2011 public meeting to be held in Minneapolis, Minnesota.

32* For Possible Action: Comment letter to the Blue Ribbon Commission on America’s Nuclear Future Draft Report to the Secretary of Energy.

33* For Possible Action: Letter from Stewart-Nevada Enterprises, LLC asking for an addendum to the previous Lincoln County Conservation Recreation Development Act sale. Requesting to include Parcel 7: E1/2, E1/2, E1/2, NW1/4, NE1/4 of Section 2, T4S, R60E in the inadvertent trespass action.

34 Discussion about possible Changes to the Lincoln County Personnel Policy.
