1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve/Deny minutes of the October 3, 2011 Regular Meeting.
4* For Possible Action: Tax Strike, Joerg H. Arnu, APN: 10-162-07, strike 3,461 assessed, parcel missed in land value update for fiscal year 2011-2012.
5* For Possible Action: Approve/Deny the payment of National Association of Counties membership dues in the amount of $400.00.
6* For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses,

10* For Possible Action: Discussion/Action pertaining to the compiling of a Public Lands Committee and the funding of the committee.
11 Board of Highway Commissioners: Under Separate Agenda.
12 Lincoln County Fire District: Under Separate Agenda.
13 Panaca Fire District: Under Separate Agenda.
14 Presentation from Shivia Horton from the Pahranagat National Wildlife Refuge.
15* Presentation and Recognition of NARCANON.
16* For Possible Action: Request from Ron Hibble to proclaim October through December as Toys for Tots collection months.
17 Quarterly Jail Tour
18* For Possible Action: Discussion/Action regarding projects submitted for the Community Development Block Grant (CDBG) program for 2012.
19 For Possible Action: Discussion/Action regarding Grant Administrator applications/interviews/hiring/work load.
20* For Possible Action: Discussion/Action regarding acceptance of Amendment #1 for the Community Services Block Grant (CSBG) in the amount of $64,643.00.
21* For Possible Action: Discussion/Action regarding execution of contract for SNEI in the amount of $7,175.00 for desert tortoise survey on the Alamo Landing Field.
22* For Possible Action: Discussion/Action regarding execution of contract for Landmark Testing and Engineering in the amount of $92,926.05 for quality assurance testing services on Alamo Landing Field.
23* For Possible Action: Approval of Letter of support outlining in kind match for the construction at the crossing to the Caliente Youth Center.
24* For Possible Action: Discussion/Action Interlocal Contract Between Dept of Health and Human Services Division of Mental Health and Developmental Services and Lincoln County.
25* For Possible Action: Designation of fund to pay future bills from Department of Health and Human Services Division of Mental Health and Developmental Services.
26* For Possible Action: Approve/Deny a legal contract for a temporary Deputy District Attorney and/or Approve/Deny the advertising and hiring of a Deputy District Attorney.
27 Discussion about possible Changes to the Lincoln County Personnel Policy.
