Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve/Deny minutes of the October 17, 2011 Regular Meeting.
4* For Possible Action: Approve/Deny Change Order request for the Alamo Rodeo Grounds Southern Nevada Public Lands Management Act project, in the amount of $5,441.00.
5* For Possible Action: Approve/Deny Lincoln County Transportation changing bus drivers from 1 full time driver to 2 part time drivers.
6* For Possible Action: Approve/Deny Exhibit D for WR Henderson Construction contract regarding Million Dollar Courthouse.
7* For Possible Action: Approve/Deny the Habitat Conservation Plan to pay for Ronda Hornbeck’s cell phone not to exceed $50.00 a month.
8* For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
9* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
10* For Possible Action: Transfer from the Federal In Lieu Special Revenue Fund to Solid Waste Management Fund in the amount of $50,000.00.
11 Officer/Department Head Reports: Update will include, meetings attended, actions taken, contacts made, projects status, and future needs arising since last meeting.
12 Board of Highway Commissioners: Under Separate Agenda.
13 Lincoln County Fire District: Under Separate Agenda.
14* Panaca Fire District: Under Separate Agenda.
15* For Possible Action: Discussion/Action regarding request from Lincoln County Conservation District to repair/restructure the Mathews Drop Structure located on the south edge of the Charles Mathews, Sr. homestead site.
16* For Possible Action: Discussion/Action assigning of a specific Commissioner as a representative to work with the Conservation District on the Mathews Drop Structure.
17 Quarterly Jail Tour
18* For Possible Action: Discussion/Action regarding projects submitted for the Community Development Block Grant (CDBG) program for 2012.
19* For Possible Action: Discussion/Action regarding prioritizing CDBG project choices.
20* For Possible Action: Discussion/Action regarding Change Order #3 for Hardy Construction on Meadow Valley Wash Linear Park in the amount of $183,540.73.
21* For Possible Action: Discussion/Action regarding Notice of Award and signing of contract for Lincoln County Communication Tower Site Improvements project.
22* For Possible Action: Discussion/Action regarding Change Order #4 for Hardy Construction on Meadow Valley Wash Linear Park in the amount of $60,384.75.
23* For Possible Action: Discussion/Action regarding replacement letter for Grant Administrator.
24* For Possible Action: discussion/Action trip request for Keith Larson and Connie Simkins to attend Energy Communities Alliance Intergovernmental meeting in New Orleans, December 13-16, 2011.
25* For Possible Action: Approval for Mike Baughman to participate in the group discussion on behalf of Lincoln County regarding he proposed Blue Ribbon subcommittee report revisions and how such revisions may influence the final Blue Ribbon Committee report.
26* For Possible Action: Approval of contract for installation of insulation and roof membrane for the Lincoln County Courthouse per the Energy Efficiency and Conservation Block Grant.
27* For Possible Action: Letter to the Bureau of Land Management (BLM) Ely District, requesting disposal of approximately 2000 acres of BLM managed land in Lincoln County per Lincoln County Conservation Recreation Development Act and the BLM Ely District Resource Management Plan, 2008.
28* For Possible Action: Resolution modifying certain established fees necessary and required for the County to administer and implement the provisions of Title 15 of the Lincoln County Code pursuant to Chapter 6.
29* For Possible Action: Letter to the BLM Ely District in support of a direct sale on parcels located adjacent to The Cowboy’s Dream and Windmill Ridge in Alamo: Parcel 1:T6S, R61E, Section 29, 10 acres - Parcel 2: T6S, R61E, Section 32, 11.5 acres.
30 Discussion about possible Changes to the Lincoln County Personnel Policy.
31 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, projects status, and future needs arising since last meeting.
