All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve/Deny minutes of the December 5, 2011 Regular Meeting.
4* For Possible Action: Reappointment of Varlin Hibgee and Glennon Zelch to the Planning Commission.
5* For Possible Action: Approve/Deny special assessment for Lake Valley Groundwater Basin in the mount of $7,763.46.
6* For Possible Action: Approve/Deny special assessment for Ash Springs Irrigation Company in the amount of $21,035.64.
7* For Possible Action: Approve/Deny special assessment for Pahranagat Lake in the amount of $12,692.08.
8* For Possible Action: Approve/Deny resigning contract with BCI Communications for the communications tower project because the company changed its name to Nexlink Global Services.
9* For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
10* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
11 Officer/Department Head Reports: Update will include, meetings attended, actions taken, contacts made, projects status, and future needs arising since last meeting.
12 For Possible Action: Discussion/Action advertising and hiring of a Librarian for the Caliente Library, and an update on the Caliente Library.
13 Board of Highway Commissioners: Under Separate Agenda.

16* For Possible Action: Presentation/Approve/Deny FY 2010/2011 Lincoln County Audit by Dan McArthur.
17* For Possible Action: Presentation/Approve/Deny FY 2010/2011 Multi-Species Habitat Conservation Plan Audit
18 Coyote Springs General Improvement District: Under Separate Agenda
19 Presentation from Fire Star Insurance on Critical Illness Insurance.
20 Quarterly Jail Tour
21 Update from Mark Sullivan on the NV Energy/Online Transmission Project.
22a* For Possible Action: Discussion/Action concerning Possessory Use Taxes due and owed to Lincoln County as set forth in NRS 361.157.
22b* For Possible Action: Discussion/Action appointing of Commissioner Phillips and Commissioner Higbee as lead regarding the Possessory Use Tax. Their responsibilities would include representation of the County in interactions, overseeing the process and reporting to the commission as a whole on the status of the effort.
22c* For Possible Action: Discussion/Action to engage Ashley Hall and Associates to research, identify and assess the Possessory Use Tax obligation to the County and to negotiate payment of past, current and future tax liability.
22d* For Possible Action: Approve/Deny a contract with Ashely Hall and Associates in the matter of the Possessory Use Tax.
23* For Possible Action: Approve/Deny an extension of the ENTRIX contract to finish the Lincoln County Land Act Road, Fence and Trail Plan, until February 28, 2012. This is a time extension only.
24* For Possible Action: Approval of a Contract with A&F Electric for lighting upgrades where needed in the Lincoln County Courthouse per the Energy Efficiency and Conservation Block Grant.
25 For Possible Action: Discussion/Action on a letter to the Bureau of Land Management (BLM)/Rosemary Thomas requesting a written Solicitor’s Opinion regarding the BLM’s authority to expend Lincoln County Land Act and Lincoln County Conservation Recreation Development Act, land sale proceeds to Plan, Permit and Implement landscape restoration projects in Lincoln County.
26* For Possible Action: Discussion/Action concerning letter from Division of Water Resources on November 14, 2011 concerning – a balance due for Fiscal Year 2010-11 in the amount of $9,977.49, still owing to the State of Nevada, with an additional amount due for Fiscal Year 2011-12 in the amount of $9,977.49 for the Lake Valley Groundwater Assessment.
27* For Possible Action: Discussion/Action regarding Change Order #2 for Jim Wilkin Trucking on the Lincoln County Park Upgrades Project in the amount of $6,621.02.
28* For Possible Action: Discussion/Action regarding Change Orders #1 and #2 for Mesquite Electric LLC on the Lincoln County Courthouse Window Upgrades Project in the amount of $6,735.00.
29* For Possible Action: Discussion/Action regarding approval of Community Development and Housing Needs Statement and signing of Annual Participation Statement, and required assurances, statements and certifications for Community Development Block Grant Program.
30* For Possible Action: Appointment of Commissioner from the Rachel Area to the Lincoln County Planning Commission.
31* For Possible Action: Review of the Coyote Sprints Investment LLC Development Agreement with the possibility of amendments.
32 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, projects status, and future needs arising since last meeting.
