Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve/Deny minutes of the February 21, 2012, March 5, 2012 Regular Meetings and February 22, 2012 Budget Meeting.

4* For Possible Action: Approve/Deny Transfer from Federal In Lieu Tax Special Revenue fund to the Agricultural Extension Fund in the amount of $20,000.

5* For Possible Action: Approve/Deny Transfer from Lincoln County General Fund to the Lincoln County Building Department Fund in the amount of $64,000.

6* For Possible Action: Approve/Deny Transfer from Lincoln County General Fund to the Lincoln County Planning Fund in the amount of $33,740.

7* For Possible Action: Approve Deny Notice of a Public Hearing set for April 2, 2012 at 10:00 am for a Resolution to Augment the Budget: General County Fund $239,419 (Opening Balance is larger than Anticipated), Panaca Town $13,475 (Opening Balance is larger than Anticipated), Administrative Assessment $27,496 (Opening Balance is larger than Anticipated), Senior Nutrition Fund $48,000 (Transfer from Federal in Lieu Tax Special Revenue Fund).

8* For Possible Action: Approve/Deny the Advertising and Hiring of a Deputy Treasurer.

9* For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

10* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

11 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

12* For Possible Action: Longevity Pay Increase of 5% for Casey Cole and other Pioche Public Utilities Employees.(Effective date of February 19, 2012 for Mr. Cole).

16* For Possible Action: Discussion/Action pay increase for the Lincoln County Transportation Driver from $8.50 an hour to $10.00 an hour.

17 Report from Holly Gatzke on the Cooperative Extension activities.

18* For Possible Action: Discussion/Action regarding hiring of Pioche Fuel Reduction/Town Maintenance employee.

19* For Possible Action: Discussion/Action regarding hiring Pioche Pool Manager.

20* For Possible Action: Discussion/Action regarding clarification of funding for Sheriff’s education program.

21* For Possible Action: Discussion/Action regarding signing of Contract, Agreement, and Change Order #1 for Trade West Construction for the Pioche Park, Phase II project.

22* For Possible Action: Approve/Deny the Groundshaker Motorcycle Club Independence Hare Scramble motorcycle race scheduled for June 30, 2012 in the Caliente area.

23* For Possible Action: Approve/Deny contract with Pearson and Sons construction for fencing and dirt work on the Beaver Dam and Mount Wilson transfer station sites in the amount of $9,500.

24 Oversight program update by Vaughn Higbee and Connie Simkins.

25* For Possible Action: Discussion/Action letter to Doug Martin, Co-chair of the Nevada Pinion Juniper Partnership, designating Lincoln County representative to serve on Executive Committee of the Nevada Pinion Juniper Partnership.

26* For Possible Action: Discussion/Action request to increase Core Geo Data, Jason Pitts, contract for Information Technology by $20,000.

27* For Possible Action: Discussion/Action approval of letter to Rosemary Thomas, Ely District Bureau of Land Management Manager regarding: Request for immediate termination and cancellation of Wilson Creek Wind Company’s application for Right of Way for Wind Generation Facility.

28 Report on Quarterly Jail Tour taken on 3/5/12 by Commissioner Paul Donohue

29 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

30 Public Comment. (All public comment will be limited to five minutes per individual).
