Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

9:00 am

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve/Deny minutes of the March 5 & March 19, 2012 Regular Meetings and March 14 & March 28, 2012 Budget Meetings.

4* For Possible Action: Approve/Deny the Lincoln County High School Rodeo Club the use of the Lincoln County Fairgrounds on April 27-28, 2012, for the High School Rodeo. This would also allow the rodeo contestants and their families to camp at the grounds.

5* For Possible Action: Approve/Deny Original and Renewal Business Licenses with staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

6* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

7 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

10* For Possible Action: Public Hearing on a Resolution to Augment the 2011-2012 Budget Administrative Assessment Fund in the amount of $27,496, Opening Balance is larger than Anticipated; Resolution to Augment the 2011-2012 Budget Panaca Town Fund in the amount of $13,475, Opening Balance larger than Anticipated; Resolution to Augment the 2011-2012 Budget General County Fund in the amount of $239,416, Beginning Fund Balance larger than Anticipated.

11* For Possible Action: Settlement Agreement between Lincoln County; C&O Holdings, LLC; and the City of Mesquite that would include deannexation and other matters related thereto.

12* For Possible Action: Discussion/Action renewal of contract with Ronda Hornbeck, Administrator of the Habitat Conservation Plan.

13* For Possible Action: Approve/Deny a Resolution in Support of Nevada Wildfire Awareness week April 28-May 5, 2012.

14* For Possible Action: Discussion/Action Recommendation of Mr. Kleinworth for the position of representing Rural Nevada on the Nevada Homeland Security Working Group.

15* For Possible Action: Discussion/Action renewal of applications for current and expired Recreation and Public Purpose patent and lease lands held by Lincoln County.

16* For Possible Action: Approve/Deny the Bonneville Off Road Racing Caliente 250 scheduled for June 22 and 23, 2012. This race includes trucks and buggies.

17* For Possible Action: Approve/Deny the Freedom Fourwheelers Mud Bog and Off- Road Event Scheduled for May 5, 2012.

18* For Possible Action: Approve/Deny the “Canidae Tap It Silver State 300” Best in the Desert Off Highway Vehicle race scheduled for May 5, 2012. This race includes trucks, buggies, motorcycles, All Terrain Vehicles (ATV’s) and Utility Vehicles (UTV’s).

19* For Possible Action: Discussion/Action renewal of the Interlocal Agreement with the City of Caliente for the Lincoln County Regional Development Authority.

20 Oversight program update by Vaughn Higbee and Connie Simkins.

21* For Possible Action: Discussion/Action trip request for Commissioner Kevin Phillips, Commissioner Ed Higbee and Consultant Paul Seidler to attend Energy Communities Alliance Peer Exchange regarding the Association of Defense Communities Conference in Washington DC on May 14-16, 2012.

22* For Possible Action: Discussion/Action trip request for Chairman Tom Rowe and Connie Simkins to attend May 2, 2012 US Court of Appeals hearing on Case No. 11- 1271 in Washington DC.

23* For Possible Action: Discussion/Action Joint County City Impact Alleviation Committee recommendations for the Nuclear Oversight Program budget for fiscal year 2012-2013, July 1, 2012 through June 20, 2013.

24* For Possible Action: Discussion/Action of letter to Secretary of Energy Steven Chu regarding the Yucca Mountain license review and proceedings.

25* For Possible Action: Discussion/Action regarding addition of Construction Administration services to Sunrise Engineering’s contract for the Lincoln County Fair and Rodeo Grounds project.

26* For Possible Action: Discussion/Action regarding signing of Change Order #1 for the addition of Construction Administration services to Sunrise Engineering’s contract for the Lincoln County Fair and Rodeo Grounds project in the amount of $64,200.

27* For Possible Action: Discussion/Action regarding signing revised Application for Federal Assistance for the 2012 Federal Aviation Administration (FAA) grant.

28* For Possible Action: Discussion/Action regarding signing Lincoln County Senior Services Nutrition, Nutritional Services Incentive Program Notification of Grant Award in the amount of $13,591.

29* For Possible Action: Discussion/Action regarding signing of Commission for Cultural Affairs (CCA) Covenants.

30 Report on Quarterly Jail Tour taken by Commissioner Paul Donohue

31 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
