Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve minutes of the March 19, 2012 and April 2, 2012 Regular Meetings and March 14, 2012, March 28, 2012 and April 11, 2012 Budget Meetings.

4* For Possible Action: Approve Appointment of Dan McArthur as Independent Auditor for Fiscal Year 2011/2012.

5* For Possible Action: Approve Notice of a Public Hearing set for May 7, 2012 at 10:00 am for a Resolution to Augment the Budget: Federal In Lieu Fund $142,425 (Opening Balance is larger than Anticipated), Senior Nutrition Fund $48,000 (Transfer from Federal In Lieu Tax Special Revenue Fund).

6* For Possible Action: Approve the transfer of $60,020 from the Federal In Lieu Special Revenue fund to the Detention Center Fund. This is a 2011/2012 Budget transfer.

7* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

8* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

9 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

10* For Possible Action: Presentation by Kevin Hawkins from the Federal Mediation and Conciliation Service offering his services as a neutral mediator to facilitate negotiations with the various collective bargaining units in the County and any action related thereto.

15* For Possible Action: Discussion/Action request from Lincoln County Action Team (LCAT) to do Trails Day Event on June 2, 2012.

16* For Possible Action: Approve/Deny a Resolution Adopting the Lincoln County Hazardous Mitigation Plan as an official plan of Lincoln County. Implementation of the recommended actions. Future revisions and Plan maintenance required by the Disaster Mitigation Act of 2000 and Federal Emergency Management Agency. And an annual report on the progress of the implantation elements of the Plan by April 31st of each calendar year.

17 Presentation from the Bureau of Land Management (BLM) regarding the BLM’s Lincoln County Land Act and Lincoln County Conservation Recreation and Development Act Land Sale Proceeds Special Accounts.

18* For Possible Action: Discussion/Action acceptance of Fiscal Year 2011 Lincoln County Comprehensive Economic Development Strategy (CEDS) Annual report and authorization to submit the report to the U.S. ECONOMIC Development Administration.

19* For Possible Action: Discussion/Action Acceptance of Draft Report “Strategy Plan for Capitalizing Upon the Prospective Beneficial Economic Impacts Associated with Development and Operation of the Yucca Mountain Repository System and other activities on the Nevada National Security Site and the Nellis Air Force Range”.

20* For Possible Action: Discussion/Action regarding signing Fiscal year 2013 United We Stand grant application, request not to exceed $30,000.

21* For Possible Action: Discussion/Action regarding signing meadow Valley Wash Linear Park Landscape Amenities project contract.

22* For Possible Action: Discussion/Action regarding signing Meadow Valley Wash Linear Park Landscape Amenities Notice to Proceed.

23* For Possible Action: Discussion/Action regarding signing Lincoln County Fair and Rodeo project Notice to Proceed.

24* For Possible Action: Discussion/Action regarding signing Lincoln County Fair and Rodeo project contract.

25* For Possible Action: Discussion/Action signing Lincoln County Fair and Rodeo project Notice of Award.

26* For Possible Action: Discussion/Action regarding signing 2013 Welfare Set-Aside Agreement with the Nevada Housing Division.

27* For Possible Action: Discussion/Action regarding signing drawdown authorization form for the Nevada Housing Division.

28 Oversight program update by Vaughn Higbee, Connie Simkins and Dr. Mike Baughman.

29* For Possible Action: Discussion/Action approval of purchase computer for the Lincoln County Treasurers Office.

30* For Possible Action: Discussion/Action approval of City of Caliente Transportation Capital Improvement Plan #2012-1.

31* For Possible Action: Discussion/Action proposal by Commissioner Phillips to form a Public Lands Committee.
