1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve minutes of the April 25, 2012, May 10, 2012 and May 14, 2012 Budget Meetings and May 7, 2012 Regular Meeting.

4* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

5* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

7 Board of Highway Commissioners: Under Separate Agenda.

8* For Possible Action: Public Hearing for Lincoln County, Alamo Town, Panaca Town, Pioche Town, Southeastern Habitat Conservation General Improvement District (GID), Lincoln County Fire District, Pioche Fire District and Panaca Fire District to adopt a tax rate for the fiscal year beginning July 1, 2012.

10 Panaca Fire District: Under Separate Agenda.

11* Lincoln County Coyote Springs GID: Under Separate Agenda.

12* Lincoln County Southeastern Habitat Conservation Plan GID: Under Separate Agenda.

13* For Possible Action: Public Hearing for possible adoption of the FY 2012/2013 budgets for Lincoln County, Pioche Town, Panaca Town, Alamo Town, and Lincoln County Regional Transportation Commission.

14* For Possible Action: Public Hearing for a Resolution to augment the Alamo Town Fund in the amount of $5,110 (Opening Balance is Larger than Anticipated); Detention Center Enterprise Fund $20,000 from the Lincoln County Water Special Project Fund and $50,000 from the General County; and the China Springs Fund in the amount of $1,000 transfer from General County.

15* For Possible Action: Request for financial assistance to Beau Carlson to complete a Medical Training Course; course cost is $3,900.

16* Update from Ken Brown with Western County Alliances on Public Lands Issues.

17* For Possible Action: Discussion regarding Change Order #1 for Kokopelli Landscaping on the Meadow Valley Wash project.

18* For Possible Action: Longevity Pay Increase of 5% for Rita Cheeney, effective date of May 1, 2012.

19* For Possible Action: Discussion regarding Pioche Public Utilities rate increase due to the additional cost from the Lincoln County Power District #1.

20* For Possible Action: A Resolution authorizing the Increase of Pioche Public Utility Reconnection fees.

21* For Possible Action: Request from Pioche Town Board to waive the Special Events permits and fees for the town to hold the Labor Day celebration.

22* For Possible Action: Designation of fund to pay remaining Lincoln County Road Department invoices for repair of Mathews DROP Structure in amount of $1,965. Possible funds are identified as 088-LC Water Emergency/Disaster fund or 102- Lincoln County Water District Emergency/Disaster fund.

23* For Possible Action: Discussion Appointment of a board member to the Museum Board.

24 Oversight program update by Vaughn Higbee, and Connie Simkins.

25* For Possible Action: Consultant’s Contract with Resource Concepts, Inc for the Nuclear Oversight program in the amount of $40,000.

26* For Possible Action: Consultant’s Contract with Bret Whipple for the Nuclear Oversight program in the amount of $20,000.

27* For Possible Action: Consultant’s Contract with Core Geo Data for the Nuclear Oversight program in the amount of $60,000.

28* For Possible Action: Consultant’s Contract with Robison/Seidler for the Nuclear Oversight program in the amount of $40,000.

29* For Possible Action: Consultant’s Contract with Intertech Services for the Nuclear Oversight program in the amount of $55,000.

30 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

31 Public Comment. (All public comment will be limited to five minutes per individual).
