1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the July 16, 2012 Regular Meeting.
4* For Possible Action: Approve a Tax Strike on APN 13-160-32 for $131.87, Grand Wilshire, LLC, no improvements on parcel.
5* For Possible Action: Approve a Tax Strike on APN 1-240-50, John S. Henderson, $469 assessed. Assessor/Treasurer will bill MH1117 as unsecured because it belongs to Bill Fernandez.
6* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
7* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
8 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
9 Board of Highway Commissioners: Under Separate Agenda.
10 Lincoln County Fire District: Under Separate Agenda.
11 Lincoln County Liquor Board: Under Separate Agenda.
12* For Possible Action: Approve an annual rate adjustment for fiscal year 2012-2013 to increase payments to Recology Crestline, Inc. by 6% to 12% and to increase the waste collection fees assessed to the residents accordingly.
13* For Possible Action: Approval of Interlocal Contract for Inmate Housing between Clark County and Lincoln County.
14* For Possible Action: Discussion/Action Approval of Collective Bargaining Agreements between Lincoln county and the Teamster Local 14 Clerical, dispatchers, and Road Department Unions.
15* For Possible Action: Discussion/Action Approval of the Collective Bargaining Agreement between Lincoln County and Lincoln County Law Enforcement Association.
16* For Possible Action: Discussion/Action an unsolicited proposal by Jim Hurrell from Western Corrections Group on possible expansion of the Lincoln County Detention Center.
17* For Possible Action: Discussion/Action on Memorandum of Understanding with the Bureau of Land Management (BLM) to become a Cooperating Agency.
18* For Possible Action: Discussion/Action on a letter to the BLM requesting funding from the disposition of proceeds from the Lincoln County Lands Act (LCLA) and also from the Lincoln County Conservation Recreation and Development Act (LCCRDA) .
19* For Possible Action: Discussion/Action Adoption of a Resolution of the Board of Lincoln County Commissioners asking the Congress of the United States to amend the Lincoln County Land Act and the Lincoln County Conservation, Recreation and Development Act to expand the allowable uses by Lincoln County and the Bureau of Land Management of Land Sale Proceeds.
20* For Possible Action: Approve/Deny the Silver State Trailblazers AMA National Hair and Hound Race to be held September 8, 2012 in the area between Panaca and Caliente.
21* For Possible Action: Approve/Deny the Silver State Trailblazers use of Lincoln County Fairgrounds for September 7 and 8, 2012.
22* For Possible Action: Discussion/Action of contract with Sunrise Engineering for the Lincoln County Travel Management-Roads Inventory and Maintenance Plan – Phase 2, in the amount of $34,000.00.
23* For Possible Action: Approve/Deny the filming of “Helping America,” by Sugarcube Productions.
24* For Possible Action: Discussion/Action regarding signing Change Order #1 for Leslie & Associates contract to include surveying and inspection services on the LaCour Street Sewer Repair project.
25* For Possible Action: Discussion/Action regarding signing revised Federal Aviation Administration grant application for the Alamo Landing Field Award.
26* For Possible Action: Discussion/Action regarding the recommendation for Contractor for the Alamo Landing Field Project.
27 Oversight program update by Vaughn Higbee, and Connie Simkins.
28* For Possible Action: Discussion/Action Energy Communities Alliance Peer Exchange trip approval to Los Alamos, New Mexico August 15-17, 2012 by Kevin Phillips, Ed Higbee and Vaughn Higbee.
