4* For Possible Action: Approve/Deny in house transfer of Assistant Cook for Lincoln County Human Services to Head Cook at $7.50 an hour.

5* For Possible Action: Approve/Deny transfer/advertising/hiring of an Assistant Cook for Lincoln County Human Services at $7.25 an hour.

6* For Possible Action: Approve/Deny advertising/hiring of a part-time Homemaker for Lincoln County Human Services at $8.25 an hour.

7* For Possible Action: Approve/Deny advertising/hiring of a bus driver for Lincoln County Human Services at $8.50 an hour.

8* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

9* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

10 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

11* For Possible Action: Approve/Deny the transfer of $60,020 from the Federal in Lieu Tax Special Revenue fund to the Detention Center Fund.

15* For Possible Action: Discussion/Action concerning budget for Lincoln County Emergency Management and designation of a fund that the payment of $4,200 to Code Red for contracted services is to be paid from.

16* For Possible Action: Discussion/Action concerning budget for Lincoln County Emergency Management and designation of a fund that a payment of $200 for pest control is to be paid from.

17* For Possible Action: Discussion/Action Declaration by Board of County Commissioners making September Emergency Preparedness month for Lincoln County (video presentation).

18* For Possible Action: Approve/Deny a mid cycle Grant Application for Local Emergency Planning Committee (LEPCE). The grant will be used for the Hazardous Materials Education Program, the grant maximum amount will be $38,000.

19* For Possible Action: Request from resident Rose Creamer to initiate a project to give the youth of the County a place to socialize and activities to keep them occupied.

20* For Possible Action: Acceptance, Rejection, or Amendment to the proposed Settlement Agreement between Lincoln County, the City of Mesquite, and C&O Holdings, LLC.

21* For Possible Action: Discussion/Action filing formal Protest to the proposed Bureau of Land Management (BLM) Land Use Plan Amendments Under the BLM Action Alternatives of the Solar Energy Development Programmatic Environmental Impact Statement.

22* For Possible Action: Discussion/Action comment Letter to the BLM on Final Programmatic Environmental Impact Statement for Solar Energy Development in Six Southwestern States.

23* For Possible Action: Discussion/Action concerning a letter sent to the BLM asking that all of BLM dealings with Lincoln County be handled out of the Caliente Field Office instead of splitting the County between the Caliente and Schell offices.

24* For Possible Action: Discussion/Action regarding clarification of Landfill charges and/or discounts.

25* For Possible Action: Discussion/Action regarding information and/or contract execution of Point & Pay LLC. This is to allow the Treasurer’s Office to accept credit card payments for Real Property Taxes with a 2.5% convenience fee being charged by Point & Pay directly to the taxpayer.

26* For Possible Action: A Resolution establishing County percentages in Title I, II, and II to remain the same as before or to change.

27* For Possible Action: Discussion with the Panaca Town Board about issues concerning the dyke and travel on and over it.

28 Oversight program update by Vaughn Higbee, Dr. Mike Baughman and Connie Simkins.

29* For Possible Action: Discussion/Action Lincoln County Commission comment letter to the BLM regarding Hydraulic Fracturing Rule Making.

30* For Possible Action: Discussion/Action a Letter or Resolution from the Commission in support of the Governors Comprehensive Sage Grouse Strategy.

31* For Possible Action: Discussion/Action a Resolution supporting Great Basin College in reviewing funding options for education in rural Nevada Communities.

32* For Possible Action: Discussion/Action on a Resolution of the Board of Lincoln County Commissioners encouraging the Congress of the United States to Amend the Lincoln County Conservation, Recreation and Development Act to adjust the alignment of the Utility corridor to enhance Economic Development Opportunities and other matters pertaining thereto.

33* For Possible Action: Discussion/Action contract rider adding the Personal Income Benefit to the AXA Equitable, Equi-Vest Strategies Contract.

34* For Possible Action: Discussion/Action regarding signing Notice of Award for Priority Construction, LLC on the Alamo Landing Field project.

35* For Possible Action: Discussion/Action regarding signing Change Order #4 for Trade West Construction on the Pioche Park Phase II project.

36* For Possible Action: Discussion/Action regarding signing change Order #3 for Jim Wilkin Trucking on the Lincoln County Fair and Rodeo Grounds project.

37* For Possible Action: Discussion/Action regarding award of contract to Sunrise Engineering for Engineering and Architectural Services for the Caliente Pool Park Complex, Phase II project.
