1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve minutes of the September 17, 2012 Regular Meeting and the September 17, 2012 Special Meeting.

4* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

5* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor's office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

11* For Possible Action: Approve/Deny a Resolution to Augment the 2012-2013 Youth Activities Counsel Fund Budget in the amount of $500.00, reflecting a donation of $500.00.

12* For Possible Action: Discussion/Action on the Road Tax Funds paid to the City of Caliente.

13* For Possible Action: Discussion/Action concerning the Add-on to the Lincoln County Detention Center.

14* For Possible Action: Discussion/Action pertaining to a letter received from Local Teamsters Union No. 14 concerning wording used in the current contract and the setting of meeting dates for next year's agreements..

15* For Possible Action: Discussion/Action on making changes to the Personnel Policy concerning employees who work over 20 hours a week, but less than 40.

16* For Possible Action: Discussion/Action concerning a Buy Out option of County employees as discussed during the budget process.

17* For Possible Action: Discussion/Action: Possible purchase of building by Tri-County Weed that they currently lease, the purchase amount would not exceed $180.000.

22* For Possible Action: Approve/Deny public scoping comment letter from the Commission to Bureau of Land management Southern Nevada District Office in regard to the proposed Desert Tortoise Translocation, DOI-BLM-NV-S010-2012-0080-EA.

23* For Possible Action: Approve/Deny a Resolution establishing a habitat Conservation Plan Maintenance Trust.

24.* For Possible Action: Discussion/Action regarding selection of one or two projects to submit for the upcoming Southern Nevada Public Lands Management Act (SNPLMA) nomination period.

25.* For Possible Action: Discussion/Action regarding selection of one or two projects to submit for the upcoming Community Development Block Grant (CDBG) application period.

26* For Possible Action: Discussion/Action regarding signing Senior Services fiscal year 2012/2013 Grant Award for home Delivered Meals in the amount of $67,010.00 with a match of $9,214.00.

27.* For Possible Action: Discussion/Action regarding signing Senior Services fiscal year 2012/2013 Grant Award for Congregate Meals in the amount of $30,000.00 with a match of $3,265.00.

28.* For Possible Action: Discussion/Action signing Senior Services fiscal year 2012/2013 Grant Award for Nutrition Equipment in the amount of $20,108.00, with a match of $3,549.00.

29.* For Possible Action: Discussion/Action regarding signing Senior Services fiscal year 20122013 grant Award for the purchase of a Vehicle for the Meals program, with a match of $5,342.00.

30.* For Possible Action: Discussion/Action concerning new Senior Services Vehicle funding and designation of a fund to pay for vehicle until the grant money is received.

31.* For Possible Action: Discussion/Action regarding signing Aging and Disability Services Division Confidentiality Addendum.

32.* For Possible Action: Discussion/Action regarding signing Audit/Disallowed cost Certification letter for the Nevada Small Business Development Center community Assessment project close-out files.

33.* For Possible Action: Discussion/Action regarding signing Audit-Disallowed Cost Certification letter for the Two Way Radio Communication project close-out file.

34.* For Possible Action: Discussion/Action regarding signing Change Order #4 for Jim Wilkin Trucking on the Lincoln County Fair and Rodeo Grounds project in the amount of $17,920.00.

35.* For Possible Action: Discussion/Action regarding signing United States Department of Agriculture (USDA) application and associated documents for the Panaca Street Light Grant.

36. Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
