Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the October 1, 2012 Regular Meeting.
4* For Possible Action: Approve/Deny a budget Transfer in the amount of $60,020 from the Federal In Lieu special Revenue fund to the Solid Waste Management Fund.
5* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
6* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
7 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
8 Board of Highway Commissioners: Under Separate Agenda.
9 Lincoln County Fire District: Under Separate Agenda.
10 Panaca Fire District: Under Separate Agenda
11 *For Possible Action: Discussion/Action a request from Steven Thiriot asking the County to purchase 3 parcels adjacent to the Spring Road in Panaca.
12* For Possible Action: Discussion/Action concerning a safety, road care, impacts to the County, and a report of the previous race hosted and managed by Southern Nevada Off Road Enthusiasts (SNORE).
13* For Possible Action:Approve/Deny a Resolution Allowing Nonessential County Offices to Close on December 24, 2012.
14* For Possible Action: Discussion/Action Changes to the Personnel Policy concerning Health and Life Insurance for employees who work more than 20 hours a week but less than 40 hours a week.
15* For Possible Action: Discussion/Action review and chose a Volunteer from the nominees submitted for Lincoln County volunteer Appreciation "Thanks for Giving".
16* For Possible Action: Discussion/Deny and Reading of Medium-Term Obligation for Lincoln County Sheriff's office for four new patrol vehicles in the amount of $105,000, per NRS 350.089.
17* For Possible Action: Discussion/Action signing of lease agreement for patrol vehicles for the Lincoln County Sheriff's Office.
18* For Possible Action: Discussion/Action consideration of filling a vacated Deputy/Patrol position with the Lincoln County Sheriff's Office.
19* For Possible Action: Discussion/Action a Letter of Support for land transfers from Bureau of Land Management managed lands to United States Fish and Wildlife Service in Pahranagat Valley. Proposed transfer at Desert Nation Wildlife Refuge (NWR) is approximately 5,949 acres and the proposed transfer at pahranagat NWR is approximately 471 acres.
20* For Possible Action: Discussion/Action approval of a letter to the Bureau of Land Management Re: Request for Expedited Processing of Direct Sale of a Portion of Section 36 Township 11 South, Range 69 East to Toquop Energy, Inc.
21 Update by NV Energy given by Mark Sullivan.
22 Presentation by Porter Talbot of Elevate Insurance, concerning the Nevada Intergovernmental Health Care Cooperative.
23* For Possible Action: Discussion/Action a lease agreement with Western Correction for an addition to the Lincoln County Detention Center.
24* For Possible Action: Approve/Deny regarding signing the Notification of Grant Award for Lincoln County Senior Services Nutrition which extends the grant period to December 31, 2012 and provides $4,135 in supplemental funding for a total award of $22,440.
25* For Possible Action: Discussion/Action regarding selection of one or two projects to submit for the upcoming Community Development Building Grant (CDBG) application period.
26* For Possible Action: Discussion/Action regarding signing of the CDBG Notice of Award to de-obligate funds in the amount of $19.50 for the Nevada Small Business Development Center community Assessments and Planning award.
27 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
