Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the October 15, 2012 Regular Meeting and the October 26, 2012 Special Meeting.
4* For Possible Action: Approve/Deny a budget Transfer in the amount of $50,000 from the Federal In Lieu special Revenue fund to the Solid Waste Fund.
5* For Possible Action: Approve/Deny a budget Transfer in the amount of $83,000 from the Capital Improvement Fund to the Vehicle Capital Project.
6* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
7* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
8 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
9* For Possible Action: Canvass/Sign Lincoln County 2012 General Election results
10 Board of Highway Commissioners: Under Separate Agenda.
11* For Possible Action: Discussion/Action a Resolution Contributing Accumulated Interest into the Habitat Conservation Plan Maintenance Trust.
12 Southern Lincoln County Habitat Conservation Plan General Improvement District: Under Separate Agenda.
13 Lincoln County Fire District: Under Separate Agenda.
14* For Possible Action: Discussion/Action approval of Collective Bargaining Agreements between Lincoln County and the Teamsters Local 14 Clerical, Dispatchers and Road Department Unions.
15* For Possible Action: Discussion/Action letter of commitment to participate in an application for grant funding in the amount of $1,000,000 to the US Environmental Protection Agency for a Brownsfields Revolving Loan Fund grant. This will provide loans and sub-grants for cleanup of contaminated properties.
16* For Possible Action: Discussion/Action letter from Department of Energy National Nuclear Security Administration, concerning the Opportunity for Lincoln County Commission participation in the US Department of Energy (DOE), Nevada Site Specific Advisory Board.
17* For Possible Action: Discussion/Action from Jim Wilkin regarding County Roads.
18 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
