Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the October 15, 2012 Regular Meeting and the October 26, 2012 Special Meeting.
4* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
5* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
7 Board of Highway Commissioners: Under Separate Agenda.
8 Lincoln County Fire District: Under Separate Agenda.
9 Panaca Fire District: Under Separate Agenda.
10* For Possible Action: Discussion/Action regarding using Southern Nevada Public Lands Management Act grant award funding to purchase Mr. Thiriot’s property adjacent to the Pioneer Park in Panaca.
11* For Possible Action: Discussion/Action request from Steven Thiriot asking that the County purchase 3 parcels of land crossed by the Panaca Spring road.
12* For Possible Action: Discussion/Action regarding paying Alamo Power District in the amount of $34,905.08 out of the Federal In Lieu (PILT) Grant Match Fund for work performed at the Alamo Landing Field due to the lengthy delay of obtaining access to the new draw down system for the Federal Aviation Administration (FAA).
13* For Possible Action: Discussion/Action regarding signing the Community Development Block Grant statements and assurances for the grants selected for application.
14* For Possible Action: Discussion/Action: Fill vacated Sheriff’s Office Patrol positions.
15* For Possible Action: Discussion/Action Request from Panaca Town Board to dispose of a John Deer (LX279) riding lawn mower that was burned up in the Pioneer Park shed fire.
16* For Possible Action: Resolution proclaiming January 2013 as National Radon Action Month.
17* For Possible Action: Request for approval from the Silver State Classic Challenge to close State Route 318 on Sunday, May 19, 2013 and Sunday, September 15, 2013.
18 Nuclear Oversight program update by Vaughn Higbee, Dr. Mike Baughman and Connie Simpkins.
19* For Possible Action: Discussion/Action request from the Nuclear Oversight Office to purchase a computer for the Lincoln County Treasurer’s Office in the amount of $2,432.28.
20* For Possible Action: Discussion/Action request by Nuclear Oversight Office for Certification of Expenditures PL 111-85 of 2010 letter to Dr. Peter Lyons, Assistant Secretary for Nuclear Energy, Department of Energy (DOE), Washington, DC.
21 Discussion of summary, review comments, and recommendations regarding Bureau of Land Management’s approved Resource Management Plan Amendments, the associated Record of Decision for Solar Energy Development in Six Southwestern States and possible updates to the 2010 Lincoln County Public Lands Policy Plan.
22* For Possible Action: Discussion/Action selection of two persons to attend the Energy Communities Alliance/DOE Intergovernmental meeting in New Orleans December 12- 14, 2012.
23* For Possible Action: Discussion/ Action on Memorandum of Agreement between Board of Lincoln County Commissioners and Lincoln County Regional Development Authority regarding characterization of impacts of the proposed Caliente Rail Alignment upon Solar Energy Development within the BLM-designated Dry lake Valley North Solar Energy Zone.
24 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
