Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the November 13, 2012 and November 19, 2012 Regular meetings.
4* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
5* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the County Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
6 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
7 Board of Highway Commissioners: Under Separate Agenda.
8 Lincoln County Fire District: Under Separate Agenda.
9 Coyote Springs General Improvement District: Under Separate Agenda.
10* For Possible Action: Discussion/Action a Resolution to Transfer funds in the Southeastern Lincoln County Habitat Conservation Plan District Fund for the 2012- 2013 Fiscal Year.
11* For Possible Action: Discussion/Action request from the District Attorney’s Office to have the Attorney General’s Office investigate and prosecute a conflict case involving Wendy Rudder.
12* For Possible Action: Discussion/Action regarding using up to an additional $4,000 out of the Federal In Lieu for the Senior Nutrition Vehicle match.
13* For Possible Action: Discussion/Action regarding signing the Community Development Block Grant level of Environmental Review Determination for the Pahranagat Valley Senior Center Improvement project.
14 Presentation and Introduction from Chuck Stahl with the Nevada Department of Health Division, Environmental Health
15* For Possible Action: Discussion/Action for identifying revenue sources for maintenance and replacement of the telephone system used for reporting emergencies; including a possible future workshop; consideration of the creation of a master plan related to the 9-1-1 system, establishment and appointment of an advisory committee to create such a plan, the consideration of a taxing district or surcharge.
16* For Possible Action: Discussion/Action refund of $2,777.11 in taxes paid by Chuck Reifsnyder. The home was assessed as Real Property.
17* For Possible Action: Discussion/Action from Ed Higbee on the Lincoln County Archeological Initiative.
18* For Possible Action: Approve/Deny the Southeastern Lincoln County Habitat Conservation Plan 2012 Annual Report.
19* Quarterly Jail Tour.
20* For Possible Action: Discussion/Action determination of protocol and procedures for working with the Toquop Development. Including but not limited to forming a Toquop Committee.
21* For Possible Action: Discussion/Action of an Ordinance or Signage for No Hunting or Shooting within town limits.
22 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
