Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the December 3, 2012 Regular Meeting.
4* For Possible Action: Approve/Deny Commissioner Phillips attendance at the American Lands Council strategy meeting January 5, 2013, in Salt Lake City, Utah. Payment of $100.00 registration fee and mileage would be required.
5* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
6* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
7 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
8 Board of Highway Commissioners: Under Separate Agenda.
9 Lincoln County Fire District: Under Separate Agenda.
10 Panaca Fire District: Under Separate Agenda.
11 Coyote Springs General Improvement District: Under Separate Agenda.
12* For Possible Action: Discussion/Action: Buyout of Lincoln County employee’s retirements.
13* For Possible Action: Discussion/Action: Appointment of an Advisory Committee to create a plan for the 911 system.
14* For Possible Action: Presentation/Approve/Deny FY 2011/2012 Lincoln County Audit by Dan McArthur.
15* For Possible Action: Presentation/Approve/Deny FY 2011/2012 Multi-Species Habitat Conservation Plan Audit
16* For Possible Action: Approve/Deny funding in the amount of $180,000 to purchase the building occupied by Tri-County Weed, Fund 97, Land Act Special Use Fund would be designated for this purchase.
17* For Possible Action: Discussion/Action: Refund taxes paid by Tony Graf on APN #006-251-11 in the amount of $2,774.05. Property was deeded as a patented mining claim but further research shows it is real property and therefore should not have been transferred by petition.
18 Nuclear Oversight program update by Vaughn Higbee, Dr. Mike Baughman and Connie Simpkins.
19 Presentation by Kevin Phillips: Viewing of a video presentation regarding the American Lands Council.
20 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
