All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Reorganize Board of Commissioners and reassign areas of responsibility.
4* For Possible Action: Approve minutes of the December 17, 2012 Regular Meeting.
5* For Possible Action: Approve/Deny reappointments of the following:
- Alamo Town Board: Vern Holaday, Lola Sharp, Lonny Walch
- Panaca Town Board: Linda Lee, Gary Elmer, Jim Hill
- Pioche Town Board: Glenn Zelch, Cindy Free
- Game Management Board: John Tibbetts, Dane Bradfield
- Debt Management(Bond) Commission: Glenn Zelch, Kevin Phillips, Vaughn Higbee
- Fair & Recreation Board: Paul Donohue, Kris Higbee
- Regional Transportation Committee: Paul Donohue, Tim Perkins
6* For Possible Action: Approve/Deny budget transfers as follows: General County to China Springs in the amount of $1,947; General County to Planning in the amount of $38,027.
7* For Possible Action: Approve/Deny a tax strike for Albert and Barbara Frehner, APN:4-091-02; 1,680 assessed for 2012-2013 tax year. Tax refund of $57.45 for 2011-12 tax year, $57.45 for 2010-2011 tax year. The mobile home was moved to Nye County in 2004.
8* For Possible Action: Approve/Deny special assessment for Ash Springs Irrigation Company in the amount of $24,860.30.
9* For Possible Action: Approve/Deny special assessment for Lake Valley Groundwater Basin in the amount of $7,766.73.
10* For Possible Action: Approve/Deny special assessment for Pahranagat Lake in the amount of $20,307.33.
11* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
12* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
13 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
14 Board of Highway Commissioners: Under Separate Agenda.
15 Lincoln County Fire District: Under Separate Agenda.
16* For Possible Action: Discussion/Action: Approval of Trustee Auction for
February 15, 2013.
17* For Possible Action: Discussion/Action: Appointment of Phillip Dabney to arbitrate the claims between Hardy Construction, Inc., as plaintiff and Lincoln County and the City of Caliente as defendants. The Plaintiff Hardy Construction, Inc. claims the County and City should have paid it more despite the language in the contract.
18* For Possible Action: Discussion/Action: Designation of a funding source to pay for arbitrator, Mr. Dabney’s advance payment in an amount between $10,000 and $20,000, and direct payment of such funds.
19* For Possible Action: Discussion/Action: Dedicate source of fund to pay Charles Reifsnyder for property assessment error and determine protocol for repayment.
20* Presentation and update by Pete Goicoechea on the upcoming Legislative Session.
21 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
