Note: Those items with a designated time will be heard at that time, or as soon thereafter as the Board can accommodate. All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.
1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve minutes of the April 13, 2013 Regular Meeting and April 25, 2013 Budget Meeting.
4* For Possible Action: Approve/Deny Appointment of Ashley Moore to the Lincoln County Regional Transportation Commission.
5* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
6* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
7 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
8* For Possible Action: Discussion/Action regarding signing Change Order #2 for a service and cost increase to the contract with Sunrise Engineering on the Echo Canyon Campground project. The original Scope of Work is being expanded and the additional duties will increase their original contract by $152,900.00.
9* For Possible Action: Discussion/Action regarding signing Change Order #2 for a time and cost increase to the contract with Jim Wilkin Trucking on the Caliente Pool and Park Complex Phase II project. The time extension is for an additional 36 days and the cost increase is $203,085.03 which includes funding from another source.
10* For Possible Action: Discussion/Action regarding signing Change Order #1 to extend the time for Core Geo’s contract on the Lincoln County Addressing System project.
11 Board of Highway Commissioners: Under Separate Agenda.

13* For Possible Action: Approve/Deny a letter to the Department of Public Safety reaffirming the letter sent on October 11, 2011 concerning the bridge project located at the Caliente Youth center crossing.
14* For Possible Action: A Public Hearing on the proposed budgets and tax rates for Fiscal Year (FY) 2013-2014.
15* For Possible Action: Approve/Deny Inrastate Interlocal Agreement between Nevada Department of Administration and Lincoln County Sheriff’s Office for radio rack space on Highland Peak in the amount of $2,033.13/rack, possible total of two racks each year.
16* For Possible Action: Discussion/Action: Amendment of the Assignment and Assumption Agreement dated March 1, 2004, between the Lincoln County Water District and Lincoln County.
17 Presentation by Brian Loffman regarding the status of the Rural Desert Southwest Brownfields Coalition, of which Lincoln County is a member.
18* For Possible Action: Approve/Deny the hiring of Tom Maurine by the Pioche Town Board for Pioche Class I Maintenance Worker position.
19* For Possible Action: Approve/Deny Pioche Public Utilities increasing the main line adder rate by 3% on the first of June every year for the next 3 years.
20* For Possible Action: Discussion/Action Signing of Intrastate Interlocal Contract between Department of Motor Vehicles and Lincoln County Assessor.
21* For Possible Action: Discussion/Action Signing of Intrastate Interlocal Contract between Nevada State Health Division Public Health and Clinical Services Community Health Nursing Program and Lincoln County.
22 Nuclear Oversight program update by Vaughn Higbee, Dr. Mike Baughman and Connie Simpkins.
23* For Possible Action: Discussion/Action proposal for Oversight Program to renew office space rental with City of Caliente.
24* For Possible Action: Discussion/Action Task Based as Needed Contract form for Oversight Program contractors for FY 2013-2014.
25* For Possible Action: Approve/Deny a letter to Nevada Legislators supporting the completion of the License Review by Nuclear Regulatory Commission and further information to the Nevada Nuclear Projects report to the Nevada Legislature in December 2012.
26* For Possible Action: Discussion/Action a Resolution to Augment Vehicle Capital Projects in the amount of $877, Beginning fund balances larger than anticipated.
27 Update by Mark Sullivan from NV Energy on the ON Line Transmission.
28* For Possible Action: Discussion/Action letter to Congressman Horsford expressing support for HR 1744, the Multispecies Habitat Conservation Plan Implementation Act.
29* For Possible Action: Discussion/Action request by Holly Gatzke to change the Extension cellular phone to a Smartphone in her name and have the County reimburse her monthly in the amount of $32.00. There is also a one time cost of $60 for a car charger and protection cover.
30 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
31* For Possible Action: Review of applications for Administrative Assistant I position in the Building and Planning Department and selection from the pool of applicants for the full-time position. The Board may discuss personnel policy matters related thereto.
32* For Possible Action: Any and All Action Necessary to Prepare FY2013-2014 Budget.
