All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve/Deny minutes of the June 6, 2013 Special Meeting and July 1, 2013 Regular Meeting.

4* For Possible Action: Approve/Deny the Advertising and Hiring of replacement Homemakers.

5* For Possible Action: Approve/Deny the Lincoln County Health Nurse to advertise and hire a replacement Administrative Assistant.

6* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

7* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

8 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

9* Presentation by Holly Gatzke and Pam Teel describing the Family to Family and Family Connection Program activities and how they are funded in the County.

13* For Possible Action: Discussion/Action: Presentation by Michael Ghiorso of Coyote Springs Investment and Coyote Springs Nursery on the availability of trees and plants for donation to Lincoln County departments and agencies.

14* For Possible Action: Discussion/Action Sunrise Engineering proposal for engineering services on improvements to the Panaca Town Center.

15* For Possible Action: Discussion/Action Signing Change Order #3 for Jim Wilkin Trucking on the Caliente Pool and Park Phase II Improvement project in an amount not to exceed $10,000.00

16* For Possible Action: Discussion/Action Signing of Grant Award and related documentation to accept the Community Services Block Grant award for fiscal year 2014 in the amount of $42,515.00.

17* For Possible Action: Discussion/Action Signing of Notice of Grant Award documentation from the Governor’s Office of Economic Development for the Alamo General Improvement District Water Plan in the amount of $65,000.00.

19* For Possible Action: Discussion/Action permission to use unspent 2012-2013 Supplies line item funds to purchase microfilm/microfiche machine and zoom lens for document retention and storage.

20* For Possible Action: Review and approve, deny, or modify an agreement with the Federal Government for payment of possessory use taxes imposed upon specified private contractors working for the Federal Government within Lincoln County.

21* For Possible Action: Review the status of the collective bargaining agreement between Lincoln County and the Lincoln County Law Enforcement Association and take any action related thereto.

22 Presentation by Tracy Lee on the update and review of the Lincoln County Web Site.

23* For Possible Action: Discussion/Action concerning Chapter One – General Provisions, of the Lincoln County Personnel Policy.

24 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

25 Public Comment. (All public comment will be limited to five minutes per individual).
