All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve/Deny minutes of the August 5, 2013 Regular Meeting.

4* For Possible Action: Approve/Deny the hiring of Pioche Public Utilities Office Clerk as recommended by the Pioche Town Board.

5* For Possible Action: Approve/Deny the appointment of Mayor Stana Hurlburt to the Lincoln County (LC) Regional Transportation Commission to replace former Mayor Ashley Moore.

6* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

7* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

8 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

10* For Possible Action: Discussion/Action the forming of a hiring committee for open positions with the Lincoln County (LC) Road Department. Designation of the number and type of positions to hire and qualifications for those positions.

13* For Possible Action: Discussion/Action request from the Panaca Town Board to have the Board of Commissioners apply for a Nevada Department of Transportation (NDOT) permit for a radar speed sign.

14* For Possible Action: Discussion/Action Budget Transfers: Federal In Lieu Special Revenue Fund to Solid Waste Management Fund - $80,000.00; Federal In Lieu Tax Special Revenue Fund to Flood Control Fund - $7,000.00; Federal In Lieu Tax Special Revenue Fund to Planning Fund - $14,674.00; Federal In Lieu Tax Special Revenue Fund to Senior Nutrition - $20,000.00.

15* For Possible Action: Discussion/Action Designation of matching funds for International Mountain Bike Association for the proposed trail work around Caliente.

16* For Possible Action: Discussion/Action reorganization of Public Land Users Advisory Council (PLUAC) and approval of names to that Committee.

17* For Possible Action: Discussion/Action regarding accepting the proposal from Sunrise Engineering for the Echo Canyon Campground Expansion project.

18* For Possible Action: Discussion/Action regarding signing change order #3 for Sunrise Engineering for the Echo Canyon Campground Expansion project.

19* For Possible Action: Discussion/Action regarding signing the grant agreement for the Airport Layout Plan update at the Lincoln County Airport in Panaca.

20* For Possible Action: Discussion/Action regarding signing the Community Development Block Grant Level of Environmental Review for the Alamo General Improvement District award.

21* For Possible Action: Discussion/Action regarding signing the Community Development Block Grant finding of Categorical Exclusion from the National Environmental Policy Act requirements for the Alamo General Improvement District award.

22* For Possible Action: Discussion/Action letter to Mel Clark, Inc. regarding the pavement issues at the Alamo Landing Field.

23* For Possible Action: Discussion/Action travel approval for two individuals to attend the Oak Ridge Tennessee Peer Exchange September 17 thru September 20, 2013.

24* For Possible Action: Establish a job Classification and Wage scale for the Paralegal Position in the District Attorney’s Office.

25* For Possible Action: Ratifying changes to Chapter 2 sections 2.0-2.7 of the Personnel Policy and Discussion of Chapter 2, 2.8 thru 2.21.

26 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
