All other items do not have a specific time and will be heard at the discretion of the Board. If you wish to speak on any item that is on the agenda, you must sign in with the Clerk at the meeting.

1* Call to order; Roll call; Invocation; Pledge of Allegiance.

2 Public Comment. (All public comment will be limited to five minutes per individual).

CONSENT AGENDA

3* For Possible Action: Approve/Deny minutes of the August 19, 2013 Regular Meeting, August 26, 2013 and August 30, 2013 Special Meetings.

4* For Possible Action: Approve/Deny the advertising and hiring of a replacement parttime Clerk for the Recorder/Auditors Office.

5* For Possible Action: Approve/Deny Budget Transfer of $35,000 from the Lincoln County General Fund to the Planning Fund.

6* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).

REGULAR BUSINESS

7* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.

8 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

12* For Possible Action: Discussion/Action hiring of an Administrative Assistant for the Lincoln County Health Nurse and the determination of hours for this position.

13* For Possible Action: Discussion/Action Jim Devlin and Billy Conn concerning problems with water flow to home located at the top of Pioche.

14* For Possible Action: Discussion/Action additional funding for Homemaker in the amount of $24,260.56 and Senior Nutrition in the amount of $8,744.58.

15* For Possible Action: Discussion/Action Designation of matching funds for International Mountain Bike Association for the proposed trail work around Caliente.

16* For Possible Action: Discussion/Action approval of Desk Remodel and Designation of Funding, for Commission Chambers.

17* For Possible Action: Discussion/Action regarding signing a contract with Sunrise Engineering for the Pioneer Park Phase II project.

18* For Possible Action: Discussion/Action regarding progress of the land acquisition for the pioneer Park Phase II project.

19* For Possible Action: Discussion/Action regarding signing the Senior Services Nutrition Notification of Grant Award from the Aging and disability Services Division for a supplemental amount of $7,883.00

20 Update from Nuclear Oversight Program: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.

21* For Possible Action: Discussion/Action approval of Task 5.2 Intertech Services Dr. Baughman regarding Lincoln County approach as an Interest Governmental Participation in Yucca Mountain related licensing proceedings.

22* For Possible Action: Discussion/Action approve partial Task 5.3 of Intertech Services contract to prepare and participate in Atomic Safety Licensing Board hearings.

23* For Possible Action: Discussion/Action approval of letter to Jeff Fountaine, Nevada Association of Counties endorsing the Wild Horse Reports re: “An Assessment of Economic Effects Specific to Livestock Grazing” and “An Assessment of Economic Effects Specific to Wildlife and Wildlife-based Recreation”.

24 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
