1* Call to order; Roll call; Invocation; Pledge of Allegiance.
2 Public Comment. (All public comment will be limited to five minutes per individual).
3* For Possible Action: Approve/Deny minutes of the August 19, 2013 and September 3, 2013 Regular Meeting and August 30, 2013 Special Meetings.
4* For Possible Action: Approve/Deny Tax Strike and Refund APN:11-200-02 Vance & Vickie Higbee, Special Assessment $533.50. Special assessment was attached to Higbee parcel, should be billed to Joe Higbee. Joe Higbee will be billed $533.50 unsecured.
5* For Possible Action: Approve/Deny Tax Strike and Refund APN: 001-192-25 Mark & Sandy Robinson. 2012-13/12,777; 2011-12/14,938 = total tax dollar amount $884.57, 27,715 Assessed. Assessors records reflect a converted modular home. The home has not been converted NRS 361.768(B). Total strike 27,715.
6* For Possible Action: Approve/Deny a 2013/2014 Budget Transfer of $76,297 from the Capital Improvement Fund to the Vehicle Capital Project Fund.
7* For Possible Action: Approve/Deny the advertising and hiring of a replacement Deputy Clerk for the Clerks Office.
8* For Possible Action: Approve/Deny Original and Renewed Business Licenses according to staff recommendations (an itemized list of business licenses is available for public review in the Building Department prior to the meeting).
9* For Possible Action: Approve/Deny vouchers (an itemized list of bills is available for public review at the county Auditor’s office prior to the meeting). A report of Cash Balances with any concerns will be received from the County Auditor.
10 Officer/Department Head Reports: Update will include meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
11 Board of Highway Commissioners: Under Separate Agenda.
12* For Possible Action: Discuss the propriety of sending gas tax proceeds to the City of Caliente and possibly take action to fund projects in the City through other funds, such as ad valorem taxes, federal-in-lieu funds, etc.
13 Lincoln County Fire District: Under Separate Agenda.
14 Panaca Fire District: Under Separate Agenda.
15* For Possible Action: Review and take action on a proposal to utilize grant match funds to offset the amount taken by the County from the Emergency Management Fund to pay for insurance.
16* For Possible Action: Hearing for and possible approval of a Resolution to Authorize a medium term obligation for the purchase of 3 patrol/detention vehicles not to exceed $90,000 for 36 months.
17* For Possible Action: Presentation on the status of the Rural Desert Southwest Brownfields Coalition, of which Lincoln County is a member. Discussion/Action/Possible Approval to sign the Brownfields Revolving Loan Fund (RLF) Coalition Memorandum of Agreement (MOA).
18 Presentation from Gina Smith to attend the Engaged Leadership Conference Finale.
19* For Possible Action: Discussion/Action C&O Holding, LLC would like to give the Commission an introduction and update to its development project in the Toquop area and discuss it’s development options.
20* For Possible Action: Discussion/Action hiring of a Full Time Administrative Assistant for the Lincoln County Health Nurse and the funding of this position.
21 Update from NV Energy on the ON Line Transmission Project.
22* For Possible Action: Discussion/Action regarding signing Amendment #1 to the Interlocal Contract with the Department of Health and Human Services Division of Health Care Financing and Policy for the Medicaid County Match Program.
23* For Possible Action: Discussion/Action a Formal comment letter to the Bureau of Land Management (BLM) regarding the Draft Environmental Impact Statement on the Transwest Express Transmission Project.
24* For Possible Action: Discussion/Action approve travel for one or two persons to Intergovernmental meeting with Department of Energy in New Orleans, Louisiana October 28-30, 2013.
25* For Possible Action: Discussion/Action approve filing a response to Nuclear Regulatory commission request for input on restarting the Yucca Mountain Licensing proceedings.
26* For Possible Action: Discussion/Action/Update on current status and proposed development options for Lincoln Highlands.
27* For Possible Action: Discussion/Action regarding Memorandum of Agreement with United States Government regarding facilities in Lincoln County.
28* For Possible Action: Ratifying changes to Chapter 2, 2.8 - 2.21 of the Personnel Policy and Discussion of Chapter 3, 3.1 thru 3.10.
28 Commissioners Reports: Update will include, meetings attended, actions taken, contacts made, project status, and future needs arising since last meeting.
